Position Overview

We are seeking an experienced HR Specialist Generalist Processing to support federal human resources operations and personnel processing. The ideal candidate will have hands-on experience with federal staffing, employee and labor relations, benefits administration, HR policy execution, and federal personnel systems.

The HR Specialist will be responsible for processing end-to-end staffing and personnel actions in accordance with OPM regulations, federal hiring policies, merit promotion procedures, and Veterans' Preference requirements.

Key Responsibilities

• Manage end-to-end federal staffing actions, from position announcement through certificate issuance and personnel action processing.
• Draft and review federal vacancy announcements in accordance with applicable OPM requirements and federal staffing policies.
• Review applicants and determine basic qualifications based on established qualification standards.
• Apply category rating, merit promotion, and competitive examining procedures as applicable.
• Review and properly adjudicate Veterans' Preference.
• Conduct applicant eligibility and qualification reviews while ensuring compliance with federal hiring regulations.
• Prepare and issue referral certificates and other staffing documentation.
• Process personnel actions accurately and in accordance with federal HR policies and procedures.
• Upload, maintain, and organize personnel documentation within electronic Official Personnel Folders (e-OPF).
• Maintain accurate employee and staffing records and ensure timely completion of HR transactions.
• Utilize federal HR systems to enter, update, track, and process personnel information.
• Support employee/labor relations, benefits, and general HR activities as needed.
• Interpret and apply federal HR policies, regulations, and procedures to staffing and personnel actions.
• Coordinate with HR teams, hiring managers, and other stakeholders to resolve staffing and processing issues.
• Ensure all HR transactions and documentation meet applicable federal compliance and quality standards.
• Maintain confidentiality and security of sensitive personnel information.

Required System Proficiencies

Candidates must have hands-on experience with one or more federal HR systems, with proficiency in the following systems strongly preferred/required:

• FPPS Federal Personnel/Payroll System
• WTTS Workforce Transformation Tracking System
• e-OPF Electronic Official Personnel Folder
• USA Staffing or Monster Government Solutions

Preferred Qualifications

• Experience supporting a federal agency or federal contractor.
• Experience processing a high volume of federal staffing actions.
• Familiarity with federal hiring authorities and competitive and excepted service processes.
• Experience interpreting OPM regulations and federal HR guidance.
• Experience supporting employee/labor relations, benefits, or other HR generalist functions.
