The Oklahoma Water Resources Board is a state agency responsible for overseeing the complex mission of managing, monitoring, planning for and financing the state's water resources and infrastructure towards reliable future supplies that support strong communities, commerce, and the environment. The agency is seeking a full-time Water Resources Division Chief in our Administrative Services Division to join our family of professionals in delivering exceptional services and expertise to Oklahomans.

Travel: Occasional overnight travel for training & conference attendance is required.

The Administrative Services Division chief plays a critical leadership role in ensuring the efficient and effective operation of all administrative functions of the agency. This position provides financial oversight, strategic direction, and operational management for finance, human resources, procurement, information technology, public information services, and facilities management. The Division Chief is responsible for developing and implementing policies and procedures that support the agency's mission and goals, while ensuring sound financial practices. This position reports to the Executive Director.
Essential Functions:
Plan, organize, and direct the Board’s Administrative Services Division and supervise a staff of 12 to 15 full-time employees implementing programs.
Deliver comprehensive administrative strategies and key performance measures aligned with the agency’s mission and operational efficiency goals to ensure the agency meets its policy and service objectives while providing effective value and stewardship of public money.
Interpret and advise on agency rules and state and federal laws and develop policies and procedures for the agency.
Supervise or serve as the agency CFO, ensuring effective financial systems and business processes, and fiscal integrity through effective internal controls, and timely, reliable financial information.
Oversee financial operations, including accounts payable, payroll, billing, revenue, procurement, inventory, budget, strategic planning, financial reporting and federal grants administration.
Oversee human resources functions, including human capital planning, onboarding, benefits, FMLA, FLSA, progressive discipline, and salary analysis.
Oversee information technology, including long-term IT development strategy.
Oversee public information section, including production of annual reports, informational products, communications, document storage, and GIS products.
Collaborate closely with other division leaders to identify and address administrative needs and build effective relationships with internal and external stakeholders.
Represents the agency and provides information at public hearings, workgroup meetings, etc. and performs other duties as assigned.
Serve as primary liaison to OMES for Insurance, Risk Management, Fleet, Real Estate, and required reporting.
Education, Experience, and Skills:
Bachelor’s degree and six years of professional experience, including in a supervisory and administrative capacity; or an equivalent combination of education and experience, substituting one year of professional or technical administrative experience for each year of the required education.
State experience in the Annual Budget process, monthly reporting, and GAAP preferred.
Experience in public sector management practices and principles, finance, human resources, procurement, and administrative operations is a plus.
Strong leadership, communication, supervisory, project management, time management, and organizational skills.
Proficiency in budget and financial management software, grants administration platforms, and Microsoft Office Suite, preferred.
Skill in analyzing and directing the resolution of complex management and programmatic issues; creating policy and procedures; establishing and maintaining effective business relationships, including but not limited to state officials, industry representatives, and the public; planning, coordinating, and evaluating divisional activities; and directing others in carrying out the Board’s goals.
