The Security Project Manager II serves as a senior program lead supporting the GSA Facility Security Program. This role provides national and regional leadership in physical security, HSPD-12, access control, risk management, emergency preparedness, and federal security compliance.

Key Responsibilities

• Lead national physical security projects, processes, and program initiatives across GSA facilities.
• Provide guidance to Facility Management teams on HSPD-12 and Building Access Card procedures.
• Develop and maintain SOPs, security policies, training materials, and program guidance.
• Manage risk registers, security countermeasure tracking systems, and related applications.
• Support Facility Security Committees, Facility Security Assessments, and Occupant Emergency Plans.
• Coordinate implementation and long-term monitoring of physical security countermeasures and security upgrades.
• Analyze security assessments, audits, and risk data to identify and address vulnerabilities.
• Lead project meetings, coordinate geographically dispersed stakeholders, and maintain strong customer relationships.
• Develop and deliver security training to Facility Managers and other federal stakeholders.

Required Qualifications

• Bachelor’s degree in Security Management, Criminal Justice, Public Administration, or related field, or equivalent relevant experience.
• 7–10 years of experience in physical, facility, or federal security program management.
• Experience with HSPD-12, access control, credentialing, or federal security programs.
• Experience developing SOPs, training programs, and technical security documentation.
• Strong project management, analytical, communication, and stakeholder-management skills.
• Knowledge of ISC standards, federal facility security requirements, and Facility Security Committee operations.
• Experience with security systems, risk management tools, databases, or tracking applications.
• Ability to obtain and maintain a federal security clearance, if required.
• PMP, CAPM, or equivalent certification preferred.
