Junior Applications Developer (NY HELPS)

LOCATION: Northeast Regional Information Center – 900 Watervliet-Shaker Road

BASIC FUNCTION:

This work involves assisting with designing, writing, modifying, maintaining and supporting computer software programs that adapt business or fiscal operations to electronic data processing. Under the direction of a member of the NERIC management team, the incumbent meets with departments to assess computer software needs. This class differs from the Applications Developer (BOCES) in that the Junior Applications Developer (BOCES) performs less difficult tasks and technical work. The incumbent exercises no supervision. Does related work as required.

RESPONSIBILITIES:

• Assists with the design, writing of, or modification of existing software programs providing departments with the ability to perform administrative, business and financial functions, that were previously performed manually, on a personal computer or computer network.

• May provide software-related technical training and assistance to departments.

• Assists with the analysis, design, testing, and performance of feasibility studies on new software applications to meet the needs of departments in preparation of proposing new software applications to satisfy needs of departments.

• Prepares sample program test data, performs testing and makes modifications, revisions and corrections to eliminate software errors in new or existing software applications.

• Participates in planning meetings with departments regarding administrative, business and financial computing needs.

• Periodically analyzes and enhances existing software applications to meet departmental needs.

• Assists in the evaluation and recommendation of vendor software products.

• Performs detailed program documentation including flow charts, coding sheets, operator instructions and related testing materials.

• Performs, monitors and verifies backup operation.

• Prints and prepares materials for distribution to end-users.

• Performs daily tasks involving maintenance of existing databases.

• Maintains and stores inventory of computer related supplies.

• Performs other related duties, as required.

• Good knowledge of personal computer programming principles, techniques and concepts.

• Good knowledge of personal computer networks and software.

• Working knowledge of the application of major types of information technology equipment to administrative, business and financial functions.

• Working knowledge of software system design.

• Working knowledge of computer system analysis and language applicable to computer programming.

• Ability to plan and think logically.

• Ability to translate and adapt administrative, business and financial data to software for use in data processing operations.

• Ability to install and use personal computer software.

• Physical condition commensurate with the demands of the position.

Job Qualifications

• Graduation from a regionally accredited or New York State college or university with a Bachelor’s Degree in management information systems, computer science, information resources management, information technology, or a closely related field; OR,

• Graduation from a regionally accredited or New York State college or university with an Associate’s Degree in management information systems, computer science, information resources management, information technology, or a closely related field and one (1) year of experience in analysis, design, programming or data modeling in information resources management; OR,

• Graduation from high school or possession of a high school equivalency diploma and two (2) years of experience in analysis, design, programming or data modeling in information resources management.

  The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.

  Candidates will not have to take an exam for this title . This is a NY HELPS (Hiring Emergency Limited Placement Statewide) Program designated title. NY HELPS is a temporary program designed to help local government employers address current staffing issues. Traditionally, the titles filled under the NY HELPS Program required job candidates to compete in a competitive exam to be considered for employment. For the duration of the program, this title will be classified as non-competitive and categorized as a HELPS Program position. At the close of the program, this position will revert to competitive class status. Employees occupying positions filled through the HELPS Program will be granted competitive class status without the need to participate in a competitive exam.
