Position Information Department Univ Info & Tech Admin (JIS) Position Title Specialist 2-Strategic Job Title Administrative Modernization Program Finance and Budget Program Lead Appointment Type Professional Faculty Job Location Corvallis Benefits Eligible Full-Time, benefits eligible Job Summary The University Information and Technology ( UIT ) Administrative Modernization Program ( AMP ) is seeking a Finance and Budget Program Lead. This is a full-time (1.00 FTE ), 12-month, professional faculty position. As a key driver of the Oregon State University (OSU) digital and business transformation effort, the Administrative Modernization Program (AMP) Finance and Budget Program Lead will be responsible for leading the finance, budget and planning program of projects. The AMP Finance and Budget Program Lead will report to the AMP Executive Director and be dedicated and assigned to work that supports the strategic and operational leaders including the Associate Vice President (AVP) for Finance and Controller, AVP for Budget and Resource Planning and the Executive Director for Budget Development and Strategic Planning. This position will serve as a key member of the AMP team assigned to finance and budget projects, as assigned and prioritized by the AMP Steering Committee and governance structure. This position will be responsible for:
  • Finance, budget and planning business transformation through close coordination and collaboration with project teams, community members and the AMP team.
  • Representing the AVP for Finance and Controller, to provide program management across finance projects under the scope of AMP.
  • Representing the AVP for Budget and Resource Planning to provide program management across budget and resource planning projects under the scope of AMP.
  • Guiding and assisting project teams in applying the AMP guiding and design principles, data, and frameworks to make informed decisions.
  • Taking a leadership role in using the AMP strategy to develop a holistic, multidimensional functional architecture specific to finance, budget, and planning, and as a component to the overall system of functional areas in collaboration with the technical partners.
The AMP Finance and Budget Program Lead's job function is critical in focusing the finance and budget business process, and supporting systems with respect to governance, business processes, and business information. This massive effort will involve collaborating with process owners and other community members that are deeply connected to finance, budget and planning processes and systems and how they impact and interact with other functional areas of the university. The AMP Finance and Budget Program Lead will work closely with strategic, functional, operational and AMP leaders to set the stage for a seamless and collaborative set of parallel activities related to digital and business architecture. The AMP Finance and Budget Program Lead will play a key role, helping structure AMP in terms of its governance structure, business processes and business transformation. This position will be responsible for advocating the ideal community member experience, user focused design, and championing efforts inside administrative domains to lower the cost and improve the efficiency of administrative processes throughout the initiative. The 3-5-year AMP initiative at OSU will transform and fully digitalize all administrative processes at the university. The AMP Program will transform OSU into a fully digital university, rebuilding its entire administrative technology environment to facilitate efficient and modern transactions among staff, students, and faculty. This effort will modernize the university's Enterprise Resource Planning (ERP) system (replacing Banner and additional applications), re-engineer core administrative HR, finance, and budget and planning tools and processes, and deploy automated workflows in the cloud. This process will also include documenting and updating any new or existing policies associated with these processes. This light and lean cloud-based approach enables better institutional agility and adaptability, exceptionally user-friendly design for students, faculty, staff, and administration who interact with OSU. It also provides OSU the opportunity to lower the cost and time burden of administrative processes. OSU's approach will redesign all HR, finance, and budget/planning processes based on full automation, alignment with industry best practices, and desired customer journeys. This approach will require significant organizational change management, community member engagement across and outside of the organization, and a strong commitment to equity, inclusivity, and accessibility to design solutions for a broad and diverse collection of customers and community members. We will not undertake this ambitious work alone - OSU will collaborate with implementation partners specializing in higher education to deliver on our pioneering vision. We will document every step of our process to support and guide other Oregon institutions who may pursue similar transformative efforts.   • Lead efforts to identify and define the set of strategic, core and support business processes that transcend functional and organizational boundaries; identify and describe external entities such as parents, vendors, state and federal agencies, and external systems that interact with the business of OSU; and describe which people, resources and controls are involved in the processes.
  • In collaboration with functional leaders, AMP Executive Director and UIT Executive Director for Business Architecture, propose the tactical and strategic business goals and objectives that provide traceability through the organization and are mapped to metrics that provide ongoing governance.
  • Work with finance, budget, and planning project teams to deliver outcomes that meet the defined goals, objectives, and metrics ensuring we can answer the key questions:
    • What is the actionable vision for after the finance and budget administrative modernization is complete?
    • How do we future proof our business?
    • How do we ensure appropriate internal controls in alignment with the Committee of Sponsoring Organizations (COSO) model?
  • Working with functional leaders, describe the primary business functions of the enterprise and distinguish between customer-facing, supplier-related, business execution and business management functions. Prioritize the re-design efforts for each of these community members.
  • In consultation with the AVP for Finance and Controller, AVP for Budget and Resource Planning, Executive Director for Budget Development and Strategic Planning, AMP Executive Director and UIT Executive Director for Business Architecture, participate in the formation of project teams; provide leadership, guidance and consultation to teams providing a systems approach to bring alignment across the AMP team, project teams working within the functional area and across related areas of community members impacted by the new approach to business processes, policies, and technology.
  • Work collaboratively and in partnership with AMP project managers and business analysts to ensure projects are supported and held accountable to follow AMP guiding principles and deliver planned outcomes within scope, schedule and budget.
  • Provide program management across finance and budget projects under AMP to assist teams with identifying and managing dependencies among projects in finance and budget and across projects in other functional areas and providing regular updates including program level progress on identified key performance indicators (KPIs) and metrics.
  • Guide and assist project teams in applying the AMP guiding and design principles, as well as knowledge of best practices in internal control design, to make informed decisions, assess and mitigate risk and ensure teams are empowered to make decisions within their role and provide leadership if decisions need to be escalated through the governance structure to the AMP Steering Committee.
  • Serve in a key role focused on making finance and budget processes and supporting systems more agile and productive. Oversee the program of projects to ensure their design focuses on the user experience and how they interact with these administrative processes. Ensure that back-end processes are streamlined, automated, transparent, inclusive and integrated so data can be used by the institution to assess and measure our success.
15% Business Architecture:
  • Collaborating with UIT Executive Director for Business Architecture, design and help document the AMP functional architecture strategy based on a situational awareness of HR, finance, planning and budgeting, and student business scenarios, scrutinizing the various business scenarios and motivations for simplification, automation, and effectiveness.
  • Apply a structured business architecture approach and methodology for capturing the key views of finance and budget community members.
  • Define data shared across these various business areas and their interrelation. Using this data, conceptualize and design high-level models that can help in future analysis to remodel the business architecture.
  • Lead efforts to capture and document the relationships among OSU roles, capabilities and business units,
15% Community Member Outreach and Engagement:
  • Establishes, manages, and maintains close relationships with OSU community members to gather input, help manage change, and gain insight and expertise to support the finance, budget, and planning project teams.
  • Manages and maintains close partnership with our external consultants for AMP to expand expertise and ensure the program is meeting commitments to our community members and within scope, schedule and budget across the portfolio of finance, budget, and planning projects.
  • Connects and builds partnerships with national higher education and industry peers to share insights and lessons learned.
What You Will Need
  • Bachelor's degree in accounting, finance or field related to assigned responsibilities OR equivalent combination of education and/or work experience.
  • At least 10 years of experience as a finance and budget generalist with progressive growth in scope of related responsibilities.
  • Experience in and deep understanding of fund accounting.
  • A broad understanding of higher education business and varied degrees of appreciation for strategies, processes, technologies, and governance.
  • Demonstrated experience in facilitating change, including collaboration with senior-level community members.
  • The ability to promote teamwork at all levels of the organization.
  • Strong situational analysis and decision-making abilities.
  • Ability to influence others towards a common objective or goal.
  • Exceptional communication skills and the ability to communicate appropriately at all levels of the organization; this includes written and verbal communications as well as visualizations.
  • Demonstrated commitment to diversity, equity, and inclusion.

What We Would Like You to Have
  • The educational equivalent of master's degree from an accredited institution of higher education in business, finance, accounting or a field related to assigned responsibilities.
  • Current CPA license.
  • Experience working in finance or accounting at an institution of higher education.
  • Deep experience in governmental accounting.
  • Experience implementing an ERP or large enterprise system for finance and budget.
  • Experience with organizational change management related to major digital and business transformation efforts or other large enterprise system deployments.
Working Conditions / Work Schedule This position will be located on the Corvallis campus and be predominantly in-person to meet the needs of our project and program team(s). Hybrid working arrangements may be discussed with the supervisor where appropriate.
