BUDGET ANALYST

Summary This establishes an open continuous announcement for a GS‑560‑11/12/13 which will be used to maintain eligible/qualified applicants to be considered for current and future positions within the Defense Information Systems Agency (DISA). This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. Veterans preference does not apply under this Direct‑Hire Authority (DHA). Duties Reviews, analyzes, edits, and consolidates Defense Working Capital Fund (DWCF) and/or General Fund (GF) budget submission data and prepares and analyzes data for budget exhibits. Attends briefings and conferences to justify and defend budget estimates, program and resource requirements, and appropriation requests. Prepares budgetary reports, PowerPoint presentations, and other deliverables for budget briefings. Plans, develops, implements, and maintains budget/financial systems and interfaces for agency or command‑wide application. Develops budget/program processes, procedures and guidance for executing financial management plans and programs. Conditions of Employment Must be a U.S. citizen. Requires a favorable suitability review and security clearance; failure to maintain security eligibility may result in termination. Drug testing may be required. Males born after 12‑31‑59 must be registered or exempt from Selective Service. Position may be designated Mission Essential; incumbent may be required to report to work or relocate within the United States during local or national emergencies. May require a current DoD Top Secret security clearance based on a Single Scope Background Investigation (SSBI). Continued employment requires obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty. Salary to be determined based on duty location after selection. Qualifications In order to qualify for this position, you must meet the requirements described below. Specialized Experience To qualify, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience may include paid, unpaid, volunteer, or military service equivalent to the next lower grade level.

Experience supporting financial or budget administration services, such as planning, programming, budget formulation, justification, presentation, monitoring, or execution; or experience monitoring, researching, or analyzing financial or budgetary data to ensure accuracy or identify trends or discrepancies.GS‑12
Experience independently identifying, analyzing, or resolving budgetary issues related to planning, programming, formulation, justification, presentation, monitoring, or execution; or experience utilizing financial systems or tools to research, analyze, or validate budgetary data.GS‑13
Experience providing financial or budgetary advisory services, such as identifying, analyzing, or resolving complex budgetary issues for an organization; or experience providing advisory support across the budget lifecycle, including planning, programming, formulation, justification, presentation, or execution. Candidates must describe how they meet the specialized experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after submitting the application. Additional education requirements: for GS‑11, up to three full years of progressively higher level graduate education, a Ph.D., or equivalent doctoral degree. No substitution of education for specialized experience at GS‑12 or GS‑13. Additional Information A one‑year probationary period may be required. Telework availability will be based on mission requirements and supervisory determination. Individuals tentatively selected for drug‑testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment or placement. Management may select at either grade level. This recruitment provides a promotion opportunity to the target position without further competition when the selectee is eligible and recommended by management; promotion is not guaranteed.
