Broad Street, Columbus, OH 43215 Job Description – Budget Analyst (260003KE) Budget Analyst in the Office of Fiscal and Monitoring Services (OFMS), Fiscal Services Division. Responsible for developing, implementing, and monitoring agency budget activities, including biennial budgeting, annual implementation, and federal allocation projections. Manages agency revenue, disbursements, and financial obligations while performing daily federal cash draws, reconciliations, and reporting on federal grant status. What You Will Do Build and track budgets, reconcile and verify fiscal transactions, prepare OAKS journals, and ensure correct fiscal coding in alignment with the ODJFS Cost Allocation Plan (CAP). Post journals, reconcile accounts, and convert complex data into clear insights. Weekly Responsibilities Prepare budgets: Build and manage operating and capital budgets, forecast costs, and track spending from the General Revenue Fund, grants, and contracts. Analyze trends: Use trend and cash‑flow analysis to spot variances and funding needs. Build grant spending plans using data from state systems. Report clearly: Create Excel reports and charts, explain results in plain language, and prepare audit documents for the Ohio Auditor of State. Tools You Will Use OAKS (Financials) CAPIS and the Cost Allocation Plan (CAP) for coding and funding splits Microsoft Excel (advanced formulas, pivot tables, charts, Power Query or Power BI) Other business intelligence tools used by ODJFS Preferred Qualifications Experience in budgeting, accounting, finance, and data analysis. Strong written and verbal communication skills; ability to tailor your message to different audiences. Skill in Microsoft Excel (advanced formulas, pivot tables, charts). Critical thinking, problem solving, and careful attention to detail. Ability to pivot and reprioritize tasks during busy weeks and meet deadlines. Bonus Qualifications Experience with OAKS, CAPIS, CAP, speedcharts, and audit records. Schedule & Hours Standard workdays Monday through Friday. Hours between 7:00 a.m. and 6:00 p.m. Travel Occasional travel within the state of Ohio. Step progression occurs after 6 months and annually thereafter, with cost‑of‑living adjustments each fiscal year.
