Budget Analyst

Office of Fiscal and Monitoring Services The Office of Fiscal and Monitoring Services (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all the Agency's budget activities. This includes the biennial budget process, annual budget implementation, and projection of federal budget estimates. The Division also manages the Agency's revenue, disbursements, and financial obligations, performs daily federal cash draws, reconciles, and reports on federal grant status. What You Will Do Build and track budgets, reconcile and verify fiscal transactions, prepare OAKS journals to upload transactions, and ensure fiscal coding aligns with the ODJFS Cost Allocation Plan (CAP). Post journals, reconcile accounts, and transform complex data into clear insights. Weekly Responsibilities Prepare and manage operating and capital budgets; forecast costs; track spending from the General Revenue Fund, grants, and contracts. Analyze trends using trend and cash‑flow analysis to spot variances and funding needs; build grant spending plans from state systems. Create Excel reports and charts; explain results in plain language; prepare audit documents for the Ohio Auditor of State. Tools You Will Use OAKS (Financials) CAPIS and the Cost Allocation Plan (CAP) for coding and funding splits. Microsoft Excel (formulas, pivots, charts; Power Query or Power BI if used) Other ODJFS business intelligence tools Preferred Qualifications Experience in budgeting, accounting, finance, and data analysis. Strong written and verbal communication; ability to tailor messages for diverse audiences. Advanced Microsoft Excel skills (formulas, pivot tables, charts). Critical thinking, problem‑solving, and meticulous attention to detail. Ability to pivot and reprioritize tasks during busy weeks and meet deadlines. Bonus Qualifications Experience with OAKS (Financials), CAPIS, CAP, speedcharts, and audit records. Schedule Full‑time Hours Standard workdays Monday through Friday, 7:00 a.m. to 6:00 p.m. Location James A. Rhodes State Officer Tower – 30 E. Broad Street, Columbus, OH 43215 Travel Occasional travel within the state of Ohio. Pay Information Pay Schedule: OCSEA Pay Range 32. Starting salary is Step 1 at $30.55 per hour ($63,544 annually). Salary progresses through Step 8 to $42.62 per hour ($88,650 annually). Cost of Living Adjustments apply each fiscal year. Required Experience and Education Option 1: Minimum 3 years of budgeting experience including fiscal analysis, management & control, probability, linear regression, multiple variable regression, computer‑assisted regression analysis models, trend analysis, and forecasting cost‑benefit analysis. Option 2: Completion of an undergraduate core program in accounting, public finance, public administration, or business administration. Option 3: Completion of a graduate core program in accounting, public finance, public administration, or business administration with coursework in quantitative/statistical analysis (probability, linear regression, multiple variable regression, computer‑assisted regression analysis models, trend analysis, forecasting cost‑benefit analysis). Option 4: Equivalent to the minimum class qualifications for employment noted above.
