Administrative Officer
VETERANS HEALTH ADMINISTRATION
Summary This position serves as the Administrative Officer for Sterile Processing Service(SPS), aligned under Patient Care Services. Responsibilities include budget management, equipment procurements and inventory, human resources management, administrative management for policy development, report preparation and maintaining the existing quality management system. Incumbent serves as a backup timekeeper and Contracting Officer Representative for SPS and other services as needed. Learn more about this agency Duties Help This position is responsible for overall coordination and management of administrative services and performance management goals. In this capacity the incumbent plans and schedules work necessary for the coordination and implementation of performance management initiatives. Major Duties include but are not limited to :
- Provides for the budgeting and fiscal management of SPS.
- Develops life cycle cost analyses of projects and performs economic evaluations of current or projected programs.
- Prepares cost/benefit analysis that enable executive management to make informed decisions regarding the Service's activities.
- Provides advice to the Chief SPS on budgetary and finance issues
- Responsible for SPS Fund Control Point and DSS labor mapping information.
- Reviews fiscal management provided financial reports and resolves Service Line discrepancies with the appropriate accounting offices.
- Manages procurement and contracting for Sterile Processing Services. This may include preparing procurement requests, acting as a contracting office representative (COR) for procurements, and/or maintaining procurement and contracting records.
- Initiates and prepares contract documents to secure adequate resources to facilitate operations.
- Prepares and reviews purchase orders for supplies and non-expendable property such as equipment, to include specialized equipment necessary for the effective functioning of the Service.
- Maintains inventory records for surgical and processing equipment.
- Directs the personnel management program for Sterile Processing Service.
- Acts as the liaison with the Human Resources Office concerning personnel-related matters.
- Maintains all documents and records in the SPS Quality Management System using ISO 9001 standards.
- Provides advice and assistance to the Chief, Supervisors, and staff concerning Federal and Agency personnel processes and procedures.
- Provides for the overall administrative management for SPS.
- Knowledgeable of the VISTA Surgery Package and assumes ADPAC duties.
- Monitors all Section requests for space, equipment repairs, keys, work orders, phones, computer access, etc.
- Performs other duties as assigned.

- Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)

- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Budget management, equipment procurements and inventory, human resources management, administrative management for policy development, report preparation and maintaining the existing quality management system. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. . OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.
