Payroll Manager

Job Description

ESSENTIAL FUNCTIONS
• Lead the implementation and optimization of payroll systems and processes in alignment with corporate/Group requirements
• Evaluate payroll solutions, system configurations, and process recommendations provided by third-party vendors; assess organizational impact and recommend improvements based on business needs, compliance requirements, and payroll best practices.
• Coordinate payroll data governance, security, and system access controls in collaboration with Information Technology and Information Security teams to ensure compliance with company policies and regulatory requirements.
• Direct and oversee all payroll operations for SSAB's North American entities and business interests, supporting the accurate and timely processing of payroll for more than 1,500 employees, including senior executive leadership.
• Principal responsibilities include:
• Manage time collection data functions;
• Update pay information in accordance with Human Resources department directives, State, and Federal legislation (e.g. withholding tax rates, garnishee demands, 401K plan administration issues, etc.), Finance department policies and procedures;
• Supervise input of data into payroll processing software; process includes, overtime hours, bonus calculations, expense account reimbursements, 401K loan administration;
• Oversee and supervise data input related to SSAB's Canadian operations including payroll processing, payroll benefit plans in Canada, Canadian taxes including reconciliations and returns; Oversee and supervise data input related to SSAB entities where a financial interest dictates processing of payroll is required (e.g. joint venture holdings of SSAB)
• Reconcile results and ensure integrity of data input; troubleshoot errors and omissions;
• Monitor distribution of applicable funds to 401K retirement plan trustee;
• Generate payroll information and present detailed analysis of results to senior managers (reporting can be standardized or ad hoc analysis);
• Manage distribution of individual pay information to employees, including distribution to a) pay employees, b) government regulators, c) company benefit programs (including 401K providers, Canadian RRSP and EPSP plan providers, health care providers, uniform deductions), and d) employee administrative assistance (including union dues, child support agencies, garnishee requirements, charitable organizations, etc.).
• Manage responses to individual employees concerning individual pay issues; manage and respond to 3rd party requests for information on employees' behalf;
• Monitor and advise senior management of impending taxation and other legislative practices and policies concerning payroll-related issues; recommend and implement appropriate handling of changes.
• Design and describe functional direction and expertise regarding payroll policies, processes and procedures in accordance with IFRS and Internal Control Excellence (ICE) directives. Provide direction to Corporate Finance and Internal Audit departments concerning payroll processes
• Detail procedures concerning systems and processes affecting payroll function;
• Sample and test IFRS compliance within Payroll areas;
• Supervise collection of test data and finalize report information.
• Prepare financial system accounting entries and supervise input to General Ledger. Review, interpret, and manage the process of information inputs.
• Prepare/review monthly payroll accounting entries to reflect financial statement impact of payroll expenses;
• Prepare annual forecasting and budgeting data to be included in annual Operations' Budgets; provide estimates of accruals and other timing-related adjustments affecting financial statements;
• Review and interpret financial statement impact for inclusion in monthly and quarterly costing reviews;
• Reconcile and review various advance accounts, misc. payable accounts, and benefit-related general ledger accounts to ensure integrity of payroll system;
• Respond to various queries concerning costs and consequences of actual and proposed payroll changes and options.
• Develop continuous improvement proposals and streamlining of the payroll system including such items as coordinating payroll systems with time collection system.
• In conjunction with Human Resources and other Corporate departments, maintain accurate employees benefit records and other miscellaneous employee information;
• Responds to insurance company audit inquiries in conjunction with Workers' Compensation audits.

QUALIFICATIONS - Education, Experience and Competencies
Required:
• Associates degree in Accounting or Business
• Minimum of 6+ years accounting or payroll related experience
• Excellent verbal and written communication skills
• Strong organization and analytical skills
• Strong attention to detail and accuracy
• Demonstrated technical and computer skills, working with spreadsheets and software
• U.S. Payroll Association payroll management certification program (Certified Payroll Professional "CPP") or willingness to complete
• Regular and reliable attendance

Preferred:
• Bachelors degree in Accounting or Business
• Dayforce and Oracle Payroll System experience

WORK ENVIRONMENT AND PHYSICAL DEMANDS
The employee will frequently be required to:
• This position operates in an office environment. The role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and scanners. This role is mostly sedentary, however, some filing and handling of office materials is required. This would require the ability to sit, stand and/or walk, bend, kneel, or stand, use of hands to finger, hold and handle, reach with hands and arms and to push / pull, lift or carry items up to 25 lbs.

POSITION TYPE - WORK HOURS - TRAVEL REQUIREMENTS
• Position is full time, exempt
• Position works day shift Monday-Friday
• Office presence required
• Travel 5% of time in the field or at other SSAB locations
