Procurement and Purchasing Manager
The Housing Authority of the County of Alameda (HACA) is seeking an experienced and collaborative Procurement and Purchasing Manager to lead agency-wide purchasing and procurement activities in support of affordable housing and essential community services.
This is an outstanding opportunity for a strategic, hands-on procurement professional who wants to make a tangible impact while working in a mission-driven public service organization.
About the Role
Reporting to the Finance Director, the Procurement and Purchasing Manager plays a critical leadership role at HACA, overseeing solicitation processes, contract development, compliance, and outreach efforts. The position blends day-to-day operational leadership with strategic policy development and serves as a trusted business partner to agency leadership.
Key responsibilities include:
- Leading competitive solicitation and contract award processes
- Managing RFPs, bids, negotiations, and contract execution
- Ensuring compliance with HUD regulations and California Public Contract Code
- Conducting outreach to small, local, women- and minority-owned businesses
- Supervising procurement support staff
- Developing and improving procurement policies and procedures

Compensation & Benefits
- Salary range: $124,716 – $185,916
