Senior Manager, Project Management - Learning & Development Strategic Operations and Facilitation Lead

Capital One’s Learning & Development Strategic Operations team is looking for a Senior Manager to lead our operating model, data prioritization with partner teams, and learning facilitation strategy—someone who can build strong cross-functional trust, untangle complex workflows, and keep our operational engine running smoothly. In this role, you will lead a team of individual contributors across project management, platform governance, analytics, and facilitation (i.e., learning delivery) to shape our operational roadmap and maximize the impact of enterprise learning priorities.

In addition to driving core operational strategy, you will oversee and lead a dedicated pod of approximately 5 full-time facilitators who deliver the learning content for flagship enterprise programs like Capital One Leads and S&G’s Universal Curriculum. You will set the strategic vision for facilitation, build out a resilient pool of adjunct facilitators to scale delivery, and step in to "pinch-hit" as a facilitator when high-priority needs arise.

What You’ll Do:

• Lead & Scale Facilitation Strategy: Set the overarching vision and operational standards for learning facilitation across the enterprise. Direct and support a pod of ~5 full-time facilitators delivering key programs such as Capital One Leads and S&G's Universal Curriculum.

• Build an Adjunct Talent Pool: Design, recruit, and manage a flexible bench of qualified adjunct facilitators to expand capacity and seamlessly meet fluctuating learning content delivery demand.

• Provide Hands-On Delivery Support: Serve as a versatile "pinch hitter" who can jump in to facilitate high-impact content when extra coverage or senior leadership presence is needed.

• Evolve the Operating Model: Own, scale, and govern our L&D intake, prioritization, and capacity modeling frameworks, including leading the strategy and platform selection for our next-generation operational tools.

• Streamline Cross-Functional Workflows: Act as a go-to problem solver to untangle complex handoffs across teams, ensuring seamless delivery that benefits the entire L&D organization.

• Proactively Manage Risk & Bottlenecks: Spot workflow friction, capacity constraints, and operational risks early, putting practical solutions in place to keep projects moving forward.

• Lead the Data Ecosystem: Serve as the main point of contact for People Strategy & Analytics and our dedicated Data Analyst resources, managing intake, scoping, and prioritization for all L&D data requests.

• Drive Change & Build Trust: Cultivate strong relationships across L&D leadership, guiding teams through operational changes with clear communication and empathy.

• Translate Data into Executive Insights: Own operational and analytics reporting, turning intake and capacity metrics into clear stories and Monthly Business Review (MBR) updates for leadership.

• Align Horizontal Teams: Partner with leaders across Consultation, Facilitation, and Design Centers of Excellence to establish consistent standards, shared metrics, and practical operational guidelines.

• Introduce Automation & AI: Identify practical opportunities across L&D workflows and intake tools to automate routine tasks, reduce manual data entry, and speed up delivery.

• Lead & Support a Direct Team: Support and mentor a team of individual contributors, setting clear priorities and supporting their professional growth.

Basic Qualifications

• Bachelor's degree in Business, Education, Information Technology, Human Resources, Communications, or a related field, or military experience

• At least 5 years of experience in project management, program management, or a combination of project planning, executing, tracking, and reporting

• At least 3 years of experience in people management

Preferred Qualifications

• Experience facilitating training or other learning experiences

• 6+ years of experience in a Learning and Development, Human Resources, or Chief of Staff function

• Certification in a recognized team or personality assessment such as CliftonStrengths, MBTI, or Hogan

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

McLean, VA: $177,700 - $202,800 for Sr Manager, Project ManagementRichmond, VA: $161,500 - $184,300 for Sr Manager, Project Management

Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
