HR Specialist

About the Role We are seeking a dynamic and experienced HR Generalist to join our team in Houston. This role is pivotal in driving our talent acquisition efforts and managing staffing operations. The ideal candidate will possess a strong recruitment background, excel in workforce planning, and serve as a trusted HR partner to both employees and management. Candidates who are bilingual in English and Mandarin Chinese are strongly preferred to support our diverse workforce. Key Responsibilities Recruitment & Staffing Management Manage the full-cycle recruitment process for operational, technical, and middle-level positions, including sourcing, screening, interviewing, and extending offers. Develop and maintain strong relationships with third-party staffing agencies to source qualified candidates for temporary and permanent roles. Partner with HR manager to forecast workforce requirements and develop effective staffing strategies based on business needs. Oversee the onboarding and offboarding process for both direct hires and contingent staff, ensuring a seamless new hire experience. HR Support Serve as a point of contact for employee relations matters, providing guidance on company policies, conflict resolution, and performance management. Administer HR programs including benefits, payroll support, and leave management (FMLA). Ensure compliance with all applicable federal, state, and local employment laws and regulations. Assist with employee engagement initiatives and maintain accurate HR records and reports. Qualifications Bachelor’s degree in Human Resources, Business Administration, or a related field preferred. Minimum of 3 years of progressive HR experience, with a strong focus on recruitment and staffing. Experience managing staffing agencies in a manufacturing, industrial, or fast-paced environment is a plus. Strong understanding of full-cycle recruiting and workforce planning. Excellent verbal and written communication skills. Ability to handle confidential information with professionalism and sound judgment. Proficiency with HRIS systems and Microsoft Office Suite. Bilingual in English and Mandarin Chinese is highly preferred to effectively support and communicate with our Chinese-speaking staff and stakeholders.
