Construction Manager - Architect

Job Title: Construction Manager/Electrical Engineer (CM-EE) Location: VA Medical Center in West Haven CT, 950 Campbell Avenue West Haven, CT 06516 Project Name: CM Services at West Haven, CT VAMC Client: Veterans Affairs Pay Range: $100,000 - $140,000/year plus benefits Anticipated Start Date: July/August 2026 Project Duration: 3 years Project Details Support the construction program upgrades for the VA Medical Center in West Haven CT – 950 Campbell Avenue West Haven, CT. All CM personnel will assist with the Surgical and Clinical Tower – Phase A1 and A2 Project’s through the Senior Resident Engineers office in performing monitoring and inspection of construction for compliance with contract requirements. Daily Responsibilities The government requires a Construction Manager / Mechanical Engineer (CM-ME) to provide construction management support for the Surgical and Clinical Tower – Phase A1 and A2 Project’s through the Senior Resident Engineers office, in performing monitoring and inspection of construction for compliance with contract requirements. Tasks include constructability reviews, monitoring/inspection, reporting, data entry, proposals review and coordination as required to support CFM’s mission. Shift work will be required to provide office coverage of construction work at the site. Coordination of submittal reviews and management of the submittal process – ensuring the General Contractor meets specification requirements and that a review process is established, monitors and supports timely reviews by all stakeholders, and expeditiously analyzes shop and working drawings with advice on labor and materials. Monitoring Project Financial Data and Budgetary Cost Accounting – monitoring & reviewing cost accounting, administration of change orders, maintaining spreadsheets of funds, obligations, payments, balances, and documentation of change order packages for the Contracting Officer. Construction Phase Scheduling – preparing and maintaining daily diaries, maintaining a current project schedule, coordinating with the general contractor, and comparing progress against the Contractor’s schedule and addressing slippages with recommendations. Progress Meetings – conducting or attending weekly or bi‑weekly meetings to review project schedules and contractor payment requirements, including preparation of necessary forms for VA payment processing. Issue Resolution – keeping thorough records of occurrences and construction matters, scheduling and documenting progress meetings, reviewing status, discussing problems, and resolving issues. Testing and Inspection Services – monitoring an independent testing agency/laboratory to perform project‑specific quality control testing and inspection of soils, concrete, precast connections, steel, steel decking, fireproofing, roofing, curtain walls, glazing, and elevator installations. Commissioning – providing professional expertise for start‑up, calibration, and certification of facility systems; planning start‑up activities, forecasting duration, estimating costs, organizing teams, testing building components, conducting performance tests, obtaining O&M materials, and supervising O&M training. Additional Construction‑Related Services – maintaining marked‑up sets of plans, performing routine inspections, identifying non‑conforming work, notifying VA and contractor of required corrections, compiling defect lists, monitoring financial data, assisting relocation, administering change orders, reviewing Requests for Information, maintaining daily logs, coordinating owner‑supplied equipment, overseeing operational and maintenance data, and close‑out submittals. Required Qualifications Degree in Engineering or related field from an accredited institution. Minimum 5 years of mechanical engineering experience (10 years strongly preferred) and 5 years of inspecting electrical construction. Knowledge of commercial mechanical construction (underground mechanical installation, medical gas systems, domestic water, chilled water, steam). Knowledge of HVAC systems, testing, balancing, operations, sheet‑metal ductwork, and direct digital control systems. Knowledge of conveying systems: electric dumbwaiters, material lifts, electric traction elevators, hydraulic elevators, pneumatic tube systems, and uniform dispensing equipment. Preferred knowledge of mechanical design and installation for specialized medical and laboratory equipment (MRI, PET, CT, audiometric booths, fume hoods, biosafety cabinets, sterilization equipment). Ability to provide cost estimates and take‑offs for structural contract modifications. Ability to determine compliance of workmanship, materials, equipment, and installed work with contract requirements and industry standards. Working knowledge of building, safety, and environmental codes. Working knowledge of environmental, civil, safety, architectural and structural fields. Proficiency with software to monitor, update, and produce work products. Preferred Qualifications Experience as a CMa managing VA projects.
