Proposal Manager

We are partnering with a rapidly growing advanced technology company developing next-generation energy systems for commercial and government applications.

As the business continues to scale its work across federal, defense and commercial markets, they are looking to hire a Capture & Proposal Manager to help build and lead the processes required to convert strategic opportunities into funded programs.

This is a highly visible role working across business development, engineering, finance, legal/contracts and program management. The successful candidate will own pursuits from early opportunity qualification and capture strategy through proposal development, negotiation, award and transition into program execution.

Key Responsibilities

Lead capture and proposal activities for complex government and commercial opportunities.
Develop capture strategies, win themes, compliance matrices, proposal plans and review processes.
Lead cross-functional proposal teams and coordinate technical, commercial and contractual inputs.
Develop white papers, concept papers, capability briefs, RFI/RFP responses and executive presentations.
Support engagement with federal agencies, government customers, strategic partners and other stakeholders.
Help manage opportunity pipelines, CRM processes, capture metrics and growth forecasting.
Support development and negotiation of teaming agreements, subcontracts, NDAs, subawards and commercial agreements.
Coordinate statements of work, milestones, deliverables, technical exhibits and commercial terms.
Partner with finance and technical teams around pricing, cost/schedule estimates and proposal assumptions.
Build scalable capture and proposal processes as the organization continues to grow.

Background

We are looking for someone with 10+ years of experience across capture, proposals, federal business development or program development within a technically complex industry.

Experience within defense, aerospace, nuclear, advanced energy, national laboratories or other deep-technology environments would translate particularly well.

Strong candidates will ideally bring experience with several of the following:

Federal capture and proposal management
RDT&E programs
BAAs and OTAs
SBIR/STTR programs
FAR/DFARS environments
Prime/subcontract pursuits
Government contracting
DOE, DoD, NNSA, NASA or national laboratories
Technical proposal writing
Capture strategy and win planning
Government and commercial agreements

This opportunity would particularly suit someone who enjoys operating in a growing organization where they can be both hands-on in major pursuits and responsible for building the capture infrastructure and processes behind them .
