Manager, Clinical Program

Compensation The initial compensation for this position ranges from $93,768 - $115,322 per year; depending on experience, location, and internal equity considerations. 8% License Differential for LMFT, LCSW, LPCC, PsyD, and select Peer Certifications. 7.5% Bilingual Differential for qualified positions. Job Summary The Clinical Program Manager hires, develops, trains, manages, and retains clinical program staff and a clinical team(s) to ensure customer satisfaction and culturally competent service delivery. Functions as liaison between team and community partners, provides fiscal stewardship, and ensures high‑quality service consistent with the scope of practice applicable to licensed practitioners of the healing arts as defined by California regulations. Works within the agency’s vision, mission, and philosophy. Responsibilities Ensures effective coordination of services for youth and families with other providers by supporting constructive relationships and problem‑solving barriers. Develops, interprets, and ensures consistent implementation of clinical program philosophy, objectives, standards, policies, procedures, and practices. Analyzes and integrates outcome data to improve clinical service delivery, ensuring defined outcome achievement and satisfaction levels for youth, families, referring workers, and agencies. Initiates and participates in organizational quality improvement efforts, leading and delegating work groups to respond to program development needs. Ensures compliance with all policies and procedures, including licensing, quality, IT, HR, and regulatory standards. Leads and manages change. Proactively identifies potential conflicts, leads parties to consensus, develops these skills in direct reports, and ensures fiscally viable programming. Ensures staff billable productivity and revenue activities meet or exceed forecasts. Provides effective crisis and risk prevention and management. Partners with county referring departments, agencies, and the community to ensure comprehensive care. Participates in staff development; hires, coaches, mentors, supervises, conducts field observations, trains, disciplines, and terminates staff. Ensures clinical documentation and quality assurance meet agency and payor standards, ensuring audit‑ready charts and continuous improvement. Provides 24/7 availability as needed; remains culturally responsive to internal and external customers and ensures family voice. Supports direct staff by providing direct services to families and children, ensuring smooth delivery of service. Outreaches to the community, providing education about the agency, program, and general mental health and foster care topics. Advocates for system change in relation to the agency’s service delivery philosophy. Manages day‑to‑day operations, including use of administrative electronic systems, human, and other resources. Performs other responsibilities as assigned to support specific department or business needs. Qualifications Master’s degree in Social Work, Marriage and Family Counseling, Psychology, or related field and three or more years of relevant experience, or equivalent combination of education and experience. Three or more years of direct clinical experience, including experience in children’s mental health and with SED youth. Adoption experience of two years for foster care and adoption services. California licensure as LCSW, MFT, Ph.D., or LPHA eligible. Experience interfacing with county agencies and bi‑lingual/bi‑cultural knowledge and experience.
