Senior Human Resources Analyst (1244) - Multiple Departments Citywide (C00184) Full‑time, Permanent Civil Service, eligible for combined promotive and entrance lists, compensation USD 139,828 – 169,858 annually. The City and County of San Francisco are looking to hire multiple Senior Human Resources Analysts to support departments in hiring, developing, and retaining a highly qualified workforce. Candidates should be passionate about diversity, equity, and inclusion, exercise good judgement, sensitivity, and creativity, and enjoy analysis. Senior Human Resources Analysts are responsible for hiring, developing, and supporting the City’s workforce. Analysts work in a variety of functional areas such as recruitment and examinations; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training. Analysts may lead or supervise professional/clerical staff and perform more complex work than Human Resources Analysts. Functional Areas and Key Duties Recruitment and Examinations Analysts: prepare candidate‑friendly job advertisements, process applications, construct, administer, and score examinations. Classification and Compensation Analysts: conduct investigations and surveys regarding job duties, responsibilities, qualifications, and salaries; conduct audits; recommend changes to class specifications; conduct wage surveys. Employee and/or Labor Relations Analysts: negotiate grievance resolutions, investigate serious employee misconduct complaints, confer with employees, department leadership, and labor representatives regarding employment regulations. Benefits Administration Analysts: create, manage, and update the benefits program, including health insurance, retirement accounts, vacations, paid time off, and parental leave. Human Resources Operations Analysts: process new hires, facilitate transfers, manage separations, administer discipline, and ensure smooth employee experiences. Diversity, Equity, and Inclusion Analysts: develop resources and training, lead recruitment efforts, coach management, mediate workplace conflict, and monitor DEI benchmarks. Personnel Training Analysts: facilitate training and workshops on supervision, leadership, team building, and career development; consult with managers on training projects. Responsibilities Perform duties in one or more of the functional areas listed above. Lead or supervise human resources analysts or clerical staff. Maintain adherence to City policy, including hybrid work schedules. Education Possession of a baccalaureate degree from an accredited college or university. Experience Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration, human resources operations, diversity, equity, and inclusion, and personnel training. Substitutions Professional human resources analyst experience may substitute for up to two years of required education on a year‑for‑year basis. Completion of a 12‑month human resources trainee program may substitute for one year of required professional experience. Possession of a J.D. or master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration, Clinical/School/Industrial‑Organizational Psychology, or a closely related field may substitute for one year of required professional experience. Selection Procedures Eligible candidates must complete the Senior Human Resources Analyst Core Exam (weight 100%). Scores are banked for three years.
