Department: Citywide Job class: 1822-Administrative Analyst Salary range: $108,186.00 - $131,534.00 Role type: Permanent Civil Service Hours: Full-time Exam type: Class Based Test Rule: Rule of the List List type: Combined Promotive and Entrance About THIS IS A CITYWIDE RECRUITMENT FOR CURRENT CITY EMPLOYEES ONLY This is an Exempt to Permanent position in accordance with Class-Based Test (CBT) Civil Service Rules. This recruitment is restricted to current exempt employees of the City and County of San Francisco, San Francisco Unified School District, or San Francisco City College, working within the 1822 Administrative Analyst classification. Application Opening: May 30, 2025 Application Deadline: This job will close no sooner than June 13, 2025 Responsibilities Administrative Analysts support department-specific initiatives through quantitative and qualitative data analysis in a variety of topic areas such as legislation, policy, grants, contracts, budgets, finance, and program evaluation and planning. They may work with a manager to perform research, develop recommendations, identify issues, use analytical tools and computer applications to gather data, and prepare and present well-organized and accurate reports. Current City policy requires on‑site work with some flexibility for telecommute schedules. Policy Analysts Analyze performance data to identify operational challenges and develop policy recommendations, preparing materials for publication such as policy memos and hearing materials. Understand department policy priorities and work with elected officials, tracking relevant local, state, and federal legislation and regulations impacting the department. Example: For the Office of the Treasurer & Tax Collector, improve financial access and inclusion with a focus on community reinvestment. Budget Analysts Develop budget proposals and financial models, track City revenues and expenditures, perform account reconciliation for budget period closing, and present analysis to stakeholders. Review and export large datasets into reports, compile budget requests, prepare budget reports and calendars, respond to budget requests, and provide customer‑service and thought partnership to internal and external partners. Example: Learn about the Human Services Agency’s $1 Billion annual budget providing comprehensive safety net services. Contracts Analysts Perform or assist in the management of contract processes throughout the full procurement process, collaborating with key departments overseeing contract monitoring and execution. Facilitate informal and formal bid processes, review department compliance with new and existing contracts, assist in creating important contract documents, and act as a valuable thought partner on contracts. Example: Assist with procurement and contract administration related to bond programs funding construction and modernization of public schools. Data Analysts Conduct data and programmatic analysis using analytical programs, developing findings and actionable recommendations to inform programmatic and policy decisions. Query data from various databases and spreadsheets, perform analysis, create data visualizations and maps for reports, and develop dashboards using PowerBI, Tableau, or other technologies. Example: Work with the Planning Department to update the data inventory and enhance governance protocols in housing production, equity, and COVID‑19 recovery. Finance Analysts Assist with fiscal accounting, budget analysis and reporting, billing, revenue collection, and debt management. Analyze a department’s financial condition, interpret City contracting guidance and inform recommendations, prepare financial statements, calculate debt capacity, and use City financial systems. Example: Work with the Department of Homelessness and Supportive Housing to analyze programs funding housing for formerly homeless individuals. Grants Analysts Assist in analytical work related to grants management and compliance. Review and analyze internal and external budget requests, learn about grant policies and compliance standards, assist with application and reporting processes for grant opportunities. Example: Assist the Planning Department in writing grants to secure funding for city development. Please note that incumbents in this classification may be required to perform the full range of duties as listed in the class specification. How to qualify Applicants must meet the minimum qualifications at the final filing date unless otherwise noted. Current Category 16, 17, or 18 Exempt Employee in class 1822 who has worked at least 2,080 hours in class 1822. Possession of a baccalaureate degree from an accredited college or university. One (1) year full‑time equivalent experience performing professional‑level analytical work in areas such as budgets, contracts, grants, policy, or related fields. Substitution: Possession of a graduate degree (Master's or higher) with major coursework in public or business administration, management, business law, contract law, public policy, urban studies, economics, statistics, finance, accounting, or closely related fields may substitute for the required one year of experience. Additional experience as described above may be substituted for the required degree on a year‑for‑year basis up to a maximum of 2 years. Thirty (30) semester units or forty‑five (45) quarter units equal one year. Verification: Applicants may be required to submit verification of qualifying education and experience at any point during the recruitment and selection process. Special qualifications including specialized knowledge, abilities, education, experience, or license may be established for individual positions.
