The recruitment is open continuously with no closing date. The City and County of San Francisco is hiring multiple analysts to join its workforce of nearly 40,000 staff. Junior Administrative Analysts work across City departments on a wide variety of teams. Duties vary with focus on data, grants, contracting, budget, finance, and legislation. Current City policy requires on‑site work with some flexibility for telecommute schedules. Examples of duties by subject matter: Junior Policy Analysts Work in teams to analyze performance data to identify operational challenges and develop policy recommendations, and assist preparation of materials for publication such as policy memos and hearing materials. Assist with analysis, build understanding of department policy priorities, work with elected officials, and track relevant local, state, and federal legislation and regulations. Example: In the Office of the Treasurer & Tax Collector, focus on financial access and inclusion, with community reinvestment. Junior Budget Analysts Work in teams to develop budget proposals and financial models, track City revenues and expenditures, perform account reconciliation for budget period closing, and present analysis to stakeholders. Review and export large datasets into reports, compile budget requests, prepare budget reports and calendars, respond to budget requests and provide customer service and partnership to partners. Example: Learn about the Human Services Agency’s $1 trillion annual budget providing comprehensive safety net services. Junior Contracts Analysts Assist in managing contract processes throughout the full procurement cycle, and build relationships with key departments overseeing contract monitoring and execution. Support facilitation of informal and formal bid processes, review compliance, assist in creating contract documents, and partner on contracts with department leadership and City vendors. Example: Assist with procurement and contract administration related to bond programs for public schools. Junior Data Analysts Support data and programmatic analysis using analytical programs, and develop findings and actionable recommendations. Conduct data queries from various databases and spreadsheets; create visualizations and maps; develop dashboards using PowerBI, Tableau, or other technologies. Example: Work with Planning Department to update data inventory and governance protocols. Junior Finance Analysts Assist with fiscal accounting, budget analysis and reporting, billing, revenue collection, and debt management. Analyze overall financial condition of a department, interpret City contracting guidance, prepare financial statements and reports to funding agencies, calculate debt capacity, and use City financial systems. Example: Work with Department of Homelessness and Supportive Housing, providing financial analysis on programs funding housing. Junior Grants Analysts Assist in analytical work related to grants management and compliance. Review and analyze internal and external budget requests, learn about grant policies and compliance standards, assist with application and reporting processes. Example: Assist Planning Department in writing grants to secure funding for local development. Incumbents may be required to perform the full range of duties listed in the class specification. Education Possession of a baccalaureate degree from an accredited college or university. Substitution May substitute up to 2 years of the required education with qualifying full‑time, professional‑level experience in budget analysis, financial analysis and reporting, legislative/policy analysis, data analysis, or contract/grant administration. One year (2,000 hours) of qualifying experience is considered equivalent to 30 semester/45 quarter units.
