Madison College intends to procure contracted services for a Project Manager 3 via the State of Wisconsin Vendor IT Vendor Managed Services Contract # 505ENT-M21-SERVICESIT-01 (RFP #28310-MH)
The College is seeking one (1) highly motivated and capable Project Manager who will assist in evaluating customer needs and managing various cross functional projects for the College. This type of experience is aligned with our EPMO and the type of skill set required for the projects and roadmaps we are assigning this individual.
We are looking for an experienced Project Manager with a proven track record in change management to lead and execute projects that drive organizational transformation. The successful candidate will be responsible for overseeing projects from initiation to completion ensuring they are delivered on time within scope and in alignment with business objectives.
Consultant Title: Project Manager
Madison College has projects that are mapping out to 2028 requiring PM resources to support them. We are looking for someone that has:

• Experience in interest gathering building trust facilitating decisions cross functional collaboration change (organizational) management roadmap/agile hybrid plan development requirement gathering and documentation and other business analysis type of experience within a project management role.
• Highly skilled in communication from the highest level within an organization all the way down to entry level.
• The ability to be able to use finesse even in difficult situations and the ability to navigate competing priorities difference of opinions among business and technology partners and are able to speak up to mitigate those conversations.
• Must have experience in higher education to be considered.

These initiatives require a candidate to work collaboratively with the EPMO office and individual project teams operate independently as needed critically think and provide leadership quality assurance alignment to vision/mission and follow-through on solutions to completion. The ideal candidate can work effectively with demanding end-users solicit key requirements (must-have) and in partnership with other technology services and business partners formulate feasible/cost-effective solutions to meet business needs.

Qualifications (Must-Haves to be successful):

1. Outstanding verbal and written communication skills are essential.
2. Well-developed skills with virtual facilitation interest and requirement gathering schedule tracking tools such as Mural Padlet Microsoft Office suite (Visio MS-Project Excel PowerPoint and Word).
3. Work with technical leads to understand technical specifications impact on existing environment/work and perform Business Case development and Total Cost of Ownership (TCO) analysis and rough order magnitude type estimating to guide decision-making.
4. Demonstrated track record of successful project delivery.
5. Excellent conceptual problem solving and analytical skills.
6. Ability to work independently or as a member of a team on complex tasks.
7. Demonstrated competency in documenting solutions for both technical and functional audiences.

Duties and Responsibilities:

• Work with stakeholders on assignments to define the scope and magnitude of desired initiatives.
• Gather key understandable requirements to meet project activities.
• Secure appropriate resources and establish a feasible timeframe/schedule to complete the work.
• Monitor manage and maintain day-to-day project activities and resource plans.
• Follow existing and/or establish appropriate change control processes to ensure work goes from Development to Testing to Production.
• Communicate with appropriate parties on project needs progress issues risks and outcomes.
• Successfully manage projects to completion.
• Provide Change Management support services to ensure adoption is at its utmost communication documentation and training to end-users.

Education and Qualifications:

• 7 - 10 years of skills as a Project Manager
• Experience in both current state and future state of an organization
• MUST have experience in Higher Education as a Project Manager
• Demonstrable skills in use of Microsoft Project
• Demonstrated experience working with the Prosci ADKAR Model

The anticipated duration of this engagement is long term. The consultants should be prepared to start by March 2 nd or before.
Vendor Response:
Responses must include detailed and chronological resume.
Responses should assume an intended start date by March 2 nd 2026 or before. Vendors must respond with detailed resume(s) that indicate relevant experience only or similar materials with descriptions of relevant experience highlighted. Vendors may not substitute staff personnel after acceptance of the resume(s). The vendor response must include an hourly rate for services. The hourly rate cannot exceed the rate in the original Contract response and the District pays no fees for travel expense or other reimbursement.
Maximum number of submissions: total of 2 candidates per vendor (for both positions requested)
Preference: local candidates but for the right skillset we are open to someone being 100% remote but they must live in the US and be able to work in the Central Time Zone.
Qualified candidates may be invited to a Microsoft Teams interview the week of February 9 th 2026.
