Duties

Help

Duty 1: Develops DAF acquisition security policy and administers oversight through security related disciplines integral to Program Protection Planning and System Security Engineering Activities.

Duty 2: Design, direct, coordinate, and manage execution of DAF Information Protection oversight program.

Duty 3: Maintain expert functional knowledge of Information Protection and oversight policies and requirements, and establish robust customer relationships to enable successful, customer-focused oversight program.

Duty 4: Manage enterprise implementation activities for the Information and Industrial Security programs, including leading technology solution efforts on behalf of the DAF, facilitating issue resolution with internal stakeholders, and determining improvement recommendations to support security program modernization and agility.

• A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. Employee must be able to obtain and maintain a Top-Secret security clearance eligibility.
• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
• Employee may be required to take a counterintelligence scope polygraph examination, as required for Special Access Programs.
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft at 25% or less of the time.
• The employee may be required to work overtime.

• Considerable knowledge and experience in physical and information security is highly desirable. Specific knowledge and experience with special access program and sensitive compartmented information (SCI) security procedures is also highly desirable.
• DoW Security Fundamentals Professional Certification conferrals are required within two years of established employee EOD

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes being a lead source of physical, information, industrial, and personnel security program knowledge and expertise as it relates to evaluating implementation of program requirements. Experience in interpreting policy originating from higher organization levels and implements instructions, providing authoritative interpretations and guidance to management officials and other security personnel and for resolving issues involving conflicting security requirements from multiple nations. mastery of a wide range of security disciplines, concepts, principles, practices, and requirements encompassed to include Information Security, Industrial Security, Personnel Security Acquisition Security, and Controlled Unclassified Information. Strategic knowledge and expertise of all facets of these DoW Security Programs' practices, procedures, and regulations are applicable to the performance of a full range of complex security management responsibilities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Possess and maintain expert knowledge of concepts, requirements, practices, and principles within Information, Industrial, Personnel and Acquisition security, to include Controlled Unclassified Information programs, as directed within DoW and DAF security directives, manuals, instructions, and other directive policies. Ability to apply advanced-level knowledge of tools and applications associated with a security functions to recognize, locate, and insert data/information; support office and security operations by demonstrating a thorough understanding of the DAF mission; and produce a variety of documents and reports.

2. Skilled in analyzing and evaluating security programs to meet mission requirements, manage risk to DAF information, technology, and programs, and improve the DAF Information Protection security enterprise.

3. Ability to consistently provide competent, professional, and effective direction and guidance across a myriad of functional environments and stakeholders at various levels. Superior knowledge of generally accepted quality, continuous process improvement, and change management concepts, methodologies, processes, and tools.

4. Ability to communicate clearly, concisely, and accurately, orally and in writing, establish good working relationships, and maintain positive customer experiences.

5. Ability to plan, organize, develop, and /or oversee studies or projects, and negotiate effectively with management and stakeholders on complex issues to accept and implement recommendations, where the proposals involve substantial DAF resources, require extensive changes in established concepts and procedures, or may be in conflict with previous planning and programming actions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
