Job Description PRIMARY FUNCTION The Assistant Police Chief is responsible for overseeing the daily operations of the Department. This position serves as second in command within the department and acts as Chief of Police in his/her absence or direction. Additionally, this is a sworn position that may require the performance of basic patrol officer functions. REPORTS TO Chief of Campus Police SALARY SCHEDULE 305 WORK DAYS 250 REQUIREMENTS: Education Level: Bachelor degree in Public Administration, Criminal Justice, or related field required. Preferred: Master's degree with courses in personnel administration, finance, management information systems, and employee relations or other appropriate area Experience, Skill, and Certification: In-depth understanding and knowledge of community- oriented policing, youth development, possible behavior interventions, social and emotional learning, and restorative practices. Strong leadership and supervisory skills. Excellent analytical and problem-solving skills. Budget experience, proven performance, and resource management skills. Strong written and oral communication, listening, and advanced computer skills. Exceptional decision-making ability. Ability to complete and pass a psychological test and background investigation. Ability to remain available and on call for emergency response 24 hours a day. Valid Georgia driver's license. Peace Officer Standards & Training (POST) Certification. Police management and supervision certificate preferred. Completion of New Chief's Certification from POST or the ability to obtain new Chief's certification from POST at the next scheduled law enforcement chief executive training class after hire date. ESSENTIAL DUTIES: At least 7 years of experience as a Law Enforcement Officer. Assist the Chief in developing and implementing departmental goals, objectives, and strategic plans. Manage and evaluate departmental operations to ensure efficiency, effectiveness, and compliance with applicable laws, regulations, State and CLEA accreditations. Collaborate with school administrators, staff, and other law enforcement agencies to address safety and security concerns within the educational community. Participate in the development and delivery of training programs for departmental personnel on topics such as school safety, emergency response, crisis management, and school community policing. Serve as a liaison between the Board of Education, law enforcement agencies, and the community to foster positive relationships and promote trust and cooperation. Models and ensures appropriate workplace behavior that reflects the values and Savannah Chatham County Public School System and the Police department; represents program goals objectives and needs before local, state, and federal agencies, community groups and the public. Plans, directs, monitors, and evaluates activities of assigned division; keeps abreast of legal issues, laws and their interpretations, and developments in the field of law enforcement; develops policies and procedures to ensure all police activities are conducted in proper and legal manner. Reviews personnel related issues and makes recommendations to Chief on actions to be taken; ensures that department and personnel polices and procedures are appropriately carried out; participates in recruitment and selection of new employees and promotions. Assist the Chief in the development of the annual operating budget; researches and provides cost analysis and justification for new programs or equipment. Disseminates work assignments and procedural changes to the Deputy Chief-Major, Operations (East and West Sector), Patrol, Investigations, and Support Services Divisions. Performs the duties of Police Chief in his/her absence employment actions. TERMS OF EMPLOYMENT Incumbents will be considered "at will." This position is considered to be "essential personnel, critical staff" when there is an event that creates security challenges or disruptions to district operations. This position may be required to work during identified periods of an emergency as defined in Policy Regulation GBRB-R, Title: Professional Personnel Time Schedules. Appropriate pay will be determined based on the Grade as determined by Human Resources and allowable experience. The work calendar will be 250 days.
