The Pima County Regional Wastewater Reclamation Department is hiring for a Permit Regulatory Compliance Specialist to serve in a lead inspector role as part of a specialized group within the Industrial Wastewater Control Team. In this position you will have the opportunity to conduct inspections of commercial/industrial facilities and collect samples to determine compliance with the National Pretreatment Program preventing pollution from entering our sewers, protecting vital infrastructure, and ensuring a cleaner environment for all Pima County residents. This is not an entry level position.

Essential Functions:

• Drafts industrial user wastewater discharge permits for federally mandated pretreatment programs, reviews applicable permit conditions, leads inspections of industrial facilities to determine compliance with County codes governing wastewater management, collects and analyzes wastewater samples according to legislated processes, and compiles specialized reports for submission;

• Monitors conditions of industrial wastewater discharge permits by reviewing industrial users’ self-monitoring reports and results of samples testing, and inspecting discharge systems and methodologies;

• Maintains records and laboratory certifications for all wastewater discharge activities using the water well record management system, and keeps various logs updated with a range of information including, but not limited to field equipment calibration and maintenance, and chemical inventories;

• Identifies pretreatment programs’ noncompliance with applicable codes and legisation, drafts and enforces notices of violation and noncompliance as well as orders pertaining to corrective action and compliance schedules in conjunction with the County attorney’s office, and prepares reports and supporting documents for submission to the County attorney and the Regional Wastewater Reclamation Department’s Board of Supervisors;

• Schedules and leads wastewater sampling activities which include, but are not limited to verifying that treatment plants are operational, coordinating wet haul sampling with heavy equipment operators, and advising the laboratory of incoming samples for testing;

• Receives and reviews new and improvement plans submitted for industrial and food service facilities, advises the authorized representatives of the industrial wastewater control requirements, notifies the development services division of approved plans, and archives the plans in the industrial wastewater control database;

• Participates in specific sampling projects, environmental outreach programs, and special investigations into incidents that could have a detrimental effect on the environment;

• Compiles regular, ad hoc, and specialized reports for submission to environmental state agencies and departments.

Minimum Qualifications:

Bachelor’s degree from an accredited college or university with a major in environmental science/technology, hydrology, hydro-geology, engineering, biology, chemistry, physics, watershed/wildlife management, hazardous material management, ecology, mathematics, public administration, public health or a closely related field as defined by the department head at the time of recruitment.

(Relevant experience and/or education from an accredited college or university may be substituted.)

OR:

Two years of experience with Pima County as an Industrial Wastewater Inspector or Utility Maintenance Worker II. OR (3) Three years of experience with Pima County as a Wastewater Operations & Maintenance Technician.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

• Minimum two (2) years experience working with environmental regulations.

• Minimum one (1) year experience reading building plan schematics.

• Minimum two (2) years experience conducting commercial/industrial facilities.

• Minimum two (2) years experience evaluating/analyzing pretreatment systems for compliance with local regulations.

• Bilingual (English/Spanish).

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information:

Licenses and Certificates : Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
