SOR REGIONAL PROGRAM MONITOR I (REPOST) PROGRAM ADMINISTRATOR I Addiction (FULL-TIME CONTRACTUAL)

Main Purpose of Job This two-year contractual position will serve as a Program Administrator / SOR Regional Program Monitor for the State Opioid Response grant (SOR). For the duration of the contract the Regional Program Monitor will provide programmatic oversight of behavioral health SUD/OUD and stimulant prevention, treatment and recovery support services statewide, including compliance with grant deliverables, monitoring of contracts and agreements, site visits and data analysis to report on program effectiveness and impact. Location of Position MDH Behavioral Health Administration, Treatment & Recovery Division, 55 Wade Avenue, Catonsville, MD 21228 Hybrid Telework Eligibility This position is hybrid telework eligible. Responsibilities Provide programmatic oversight and monitoring of SUD/OUD and stimulant prevention, treatment, and recovery support services statewide. Oversee contracts, MOUs, COAs, SOWs, and Interagency Agreements with LBHAs, CSAs, LAAs, LHDs, Maryland Colleges and Universities, state agencies and community organizations. Conduct virtual and on‑site site visits to monitor all SOR programs for compliance. Conduct program evaluation, analyze data and report on program effectiveness and impact. Ensure compliance with the implementation and fidelity of evidence‑based practices, including monitoring plans and fidelity checklists. Monitor jurisdictional adherence with required performance measures and respond to complaints or concerns related to the project. Minimum Qualifications Education: A bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field. Experience: Six years professional experience in health services, three of which must be in addiction‑related work with treatment and services for persons with alcohol or other substance addiction; two years at a managerial or supervisory level. Notes Candidates may substitute the possession of a master’s degree or a doctorate degree in a health or human services field for up to two years of the required general experience. Candidates may substitute the possession of a bachelor’s degree in another field plus an additional year of professional experience in health services for the required education. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes on a year‑for‑year basis for the required experience and education. Desired or Preferred Qualifications Knowledge of addiction/substance use disorder (SUD) and mental health services and modalities of treatment. Knowledge of modern SUD and MH treatment and rehabilitation techniques, evidence‑based practices (EBPs) and best practices. Knowledge of principles, practices and procedures of program monitoring and planning. Knowledge of principles, practices and procedures of business and public administration. Fundamental/basic knowledge of governmental accounting, budgeting and public personnel administration. Knowledge of public relations. Experience developing and installing administrative procedures and evaluating their efficiency to assist in monitoring SUD and MH programs and services. Effective verbal and written communication skills, including clarity and conciseness. Experience applying and interpreting departmental policies and procedures. Benefits Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
