Job Description The Central Civil Works Department is growing quickly, and we are looking for a General Civil Engineer who enjoys design of new and rehabilitated flood risk management systems, locks and dams, floodwalls, navigation floodgates, stormwater pumping stations, outfalls, spillways, and ecosystem restoration. This hybrid position primarily works on federal projects for clients such as USACE, USIBWC, FEMA, NRCS, and other national and global organizations. Job Duties Design: Develop quantities, plans, specifications, cost estimates, construction schedules, technical reports, and other project documents; utilize standard techniques, procedures, and criteria while gaining an understanding of advanced methods of construction and innovative solutions for flood risk management projects from planning through construction. Opportunities to grow into a discipline lead or project manager for complex projects. Construction Cost Estimate and Schedule: Assist and be mentored by an expert construction cost estimator and scheduler; learn to use software such as MII/MCACES and Primavera; perform quantity takeoffs, pricing labor, equipment and materials, develop indirect cost models, calculate escalation, and produce total project cost rollups. Collaborate: Coordinate with multiple disciplines on projects to determine the best civil design. Deliver Quality: Oversee and review work produced by others and follow all quality control measures to ensure timely and accurate results. Explore and Harness: Seek opportunities to innovate and trial new methods by being inquisitive and forward thinking. Additional work: Perform peer reviews, conduct site visits at active construction sites to examine field conditions, site work in construction, and as-built conditions; assist with proposals, presentations, and design charrettes as needed. Qualifications Minimum Requirements Bachelor’s degree in civil engineering or related engineering field and 4 years of relevant experience or demonstrated equivalency. Professional Engineer license in one US state and ability to obtain licenses in other states via reciprocity. NCEES profile is a plus. Experience with Bentley OpenRoads or AutoCAD Civil 3D. Valid Driver’s License. Preferred Qualifications Design experience in flood risk management projects. Effective communication with colleagues, contractors, and clients. Understanding of design and construction requirements for flood risk management projects (dams, locks, levees, channels, rivers, sediment control features, etc.). Experience working on federal projects for agencies such as USACE, USIBWC, FEMA, NRCS. Experience with MII/MCACES software or Excel-based estimating platforms.
