About the Role:
Under the direction of the Senior Payroll & Benefits Manager, the Payroll/HRIS Specialist plays a critical role in the daily operations of the full payroll cycle and the functionality of the Human Resources Information System (HRIS). This includes maintaining a high level of confidentiality and customer service, ensuring employees are compensated timely and accurately, and that HR data is continuously updated and accurate to support strategic decision-making and the company’s overall HRIS and workforce-management goals. Ultimately, this role supports with the organization’s payroll and HRIS processes to be fully compliant with company policies and all applicable regulatory requirements.

Essential Job Duties:
- Assists with the day-to-day processing of complex payrolls and HRIS data to ensure accurate and timely payroll processing; deduction, tax and post-payroll reconciliations; and payroll reporting in compliance with company policies and federal, state, and local regulations. This also includes HRIS database maintenance, functionality, improvements, and compliance.
- Computes and processes wage and salary payments and related withholdings.
- Maintains and reviews all time and attendance records and ensures data is submitted accurately and timely by supervisors and employees.
- Maintains and updates employee records within the HRIS, e.g., personnel changes, benefits enrollment, and leave tracking.
- Prepares and maintains monthly accrual reports for Workers’ Compensation billing and payments.
- Creates, maintains, and analyzes custom and standards reports to support with both internal and external audits, budgeting, workforce planning initiatives, censuses, and payroll and other HR-related reporting (e.g., headcount, job changes, enrollments, leave tracking, and workforce data).
- Monitors and maintains compliance awareness of federal, state, and local payroll and employment laws, tax regulations, and multi-state requirements and changes.
- Supports with HRIS administration, i.e., onboarding and offboarding processes, payroll and benefit plan set-ups and testing, 401(k) interfaces with third-party insurance carriers, leaves of absence, final pay and exit processing, open enrollment, year-end administration (e.g., W-2, 1094-C, and1095-C reporting) and maintaining HRIS and other record management.
- Stays abreast of HRIS technology, best practices, trends and developments to identify system inefficiencies and make recommendations to improve payroll and HRIS processes and systems. Works closely with Management on policy set-up, workflow / system configurations, logistics, and enhancements. Also, diligently completes HRIS requests, system improvements, and implementations.
- Performs regular audits and system updates in compliance with company policies and applicable federal, state, and local regulations and taxation (multi-state) to ensure ongoing integrity, accuracy of employee data, and full system optimization of the HRIS database. This includes analyzing payroll data, reporting, and system updates. If needed, integrates legislative updates into HRIS workflows and configuration to ensure 100% compliance with evolving federal, state and local mandates, e.g., leaves, wage and hour, recordkeeping, payroll and benefits set-ups, and tax requirements.
- Responds in a timely and professional manner regarding payroll-related and timekeeping inquiries. Collaborates with HR, finance, and management teams to streamline processes, issue-resolution case management, and HRIS functionalities. Also works closely with ADP to support and maintain the integrity of HRIS data and reporting requirements to support overall local, state and federal compliance and HR operational efficiency.
- Partners with Management to assist in the development, updating, and communicate of HR and payroll policies and procedures. This includes providing guidance and training to managers and employees on payroll, time and attendance, HRIS and its functionalities, regulatory compliance and company policies, and best practices. This includes sharing insights on trends, analyzing utilization, providing system updates and compliance metrics to support HR leadership and business needs.
- Assists with Employee Portal and communications within the payroll system.
- Responds to requests from employees and external agencies related to employment verifications, wage garnishments, tax information and agencies, state disabilities, unemployment claims, etc.
- Maintains accurate, organized, and confidential records and workflows.
- Assists with additional projects, other duties and responsibilities as assigned.

M inimum Qualifications:
- Bachelor’s degree in Payroll, Human Resources, Business Administration, Accounting, or a related field OR an equivalent of a minimum of 3 years of experience in payroll processing, timekeeping, and HRIS management.
- Strong proficiency and experience with payroll and benefit software and processes, integration, and HRIS platforms (e.g., ADP Workforce Now, Paychecks, Workday) to facilitate efficient data management and tracking (i.e., payroll changes, HRIS data, statutory compliance).
- Strong knowledge and understanding of federal, state and local payroll and tax regulations and compliance requirements.
Preferred Qualifications:
- Certification such as Certified Payroll Professional (CPP) or SHRM-CP.
- Experience working in the management of various companies, industries, and enterprises.
- Advanced Excel skills and experience with data analysis tools.
- Familiarity with benefits administration and timekeeping systems.
- Experience working in a multi-state environment with diverse workforce populations.
- Preferred qualifications and experience may enhance the administrator’s ability to handle diverse and evolving regulatory environments, improving overall program effectiveness.

The ideal applicant must have a high level of professionalism, demonstrate confidentiality, the ability to adapt to evolving regulatory requirements and provide a high-level of customer service to ensure all payroll and HR processes are timely, compliant, and aligned with company policies and regulatory requirements. Must have the ability to identify potential issues, problem-solve, and support with internal and external requests and compliance audits. Organizational and excellent attention-to-detail skills are also critical to manage multiple deadlines and to ensure data integrity across multiple systems and platforms. Must be able to thrive in a fast-paced environment and can independently manage complex payroll cycles with minimal supervision.
To ensure accuracy and compliance in payroll and HRIS operations, the ideal applicant should possess strong analytical skills and an understanding of payroll practices, financial concepts, and be proficient in HRIS. In addition, it is critical that the applicant possess strong knowledge of payroll, employment, ERISA and tax regulations to interpret relevant laws and regulation requirements and be able to apply policies correctly to prevent non-compliance.
Must be bilingual and have strong verbal and written communication skills (English/Spanish) that are critical to effectively collaborate with HR, finance, managers and employees, and to coordinate cross-functional activities such as managing multiple tasks or projects, meeting deadlines, and providing clear guidance on inquiries and requests. Must be able to work efficiently and effectively in a Team environment.
Computer & Software Skills:
- Must have advanced computer skills including Microsoft Office Suite (Outlook, Word, Excel, Teams, One Drive) and the Internet.
- ADP Workforce Now experience required; expertise preferred.
- Must be able to perform 10-key by touch
