Summary This position is located in the Air Traffic Organization (ATO), Management Services, Director of Technical Labor and Employee Development, Technical Labor Group. This group provides technical expertise in interpreting ATO contracts, representing ATO in labor issues, and practicing policy and bargaining unit . This Group also serves as the primary ATO point of contact in term and midterm bargaining at the national level. Learn more about this agency Duties Help The Air Traffic Control Specialist (ATCS) applies comprehensive knowledge of air traffic control procedures and operations as well as Federal Aviation Administration (FAA) programs, regulations, and missions to perform complex, specialized air traffic control assignments. The ATCS uses prior experience as a management in a terminal or en route air traffic facility to analyze and evaluate facility operations and processes to identify system implementation issues that support air traffic control systems and operations. As an Executive Technical Representative (ETR), the ATCS provides national-level expertise on air traffic facility and Service Area management. Uses comprehensive knowledge of facility staff programs, such as procedures, traffic management, and quality assurance to provide guidance to facility and Service Area managers through processes to resolve labor management concerns regarding changes in facility operations, technology and procedures. This work contributes directly to the accomplishment of air traffic and other FAA objectives and the efficiency and effectiveness As an authority on air traffic operations and procedures, the ETR applies experience identifying and assessing significant operational problems and concerns related to labor issues in Air Traffic Services (AJT) and operational service units at headquarters to recommend approval of memorandum of understandings and agreements. Identifies and supports the development of Collective Bargaining Agreement implementation guidance for Air Traffic Organization's (ATO's) facilities, Headquarters and Service Area operational service units on processes related to air traffic working conditions. Recommends and formulates solutions and approaches that support the strategic plan and goals of the ATO and the FAA. Applies comprehensive knowledge of the interrelationships and functional responsibilities of the ATO to develop a strategy for collaboration and negotiation with national labor unions in the ATO. Works with senior management to identify and resolve problems. Applies experience managing Bargaining Unit Employees in a National Airspace System (NAS) operational environment to provide senior managers with recommendations regarding sensitive employment and labor relations decisions. Interprets 5 U.S.C. Chapter 71 of the Federal Labor Relations Statute to address ATO technical contract issues. Analyzes data from complaints, provides information and makes recommendations to the appropriate Vice President. Evaluates Collective Bargaining Agreements to identify the operational impact(s) and impact on Air Traffic programs, systems, equipment and facilities. The ETR applies knowledge of facility operations and management to advise senior management with regards to Federal Equal Employment Opportunity and Accountability Board cases. Applies knowledge of the Alternative Dispute Resolution process to serve as the Vice President's representative in settlement discussions. Coordinates with Human Resources, Civil Rights and the General Counsel prior to recommending approval of settlement agreements. Contacts are internal and external to the ATO and the FAA. Develops and presents information/presentations to a variety of audiences, including executives and senior FAA managers. Often represents AJG as a principal point of contact on projects, programs and guidance on the interpretation and application of internal ATO policies and procedures. Coordinates responses to Congressional, Office of the Inspector General, Office of Management and Budget, and Government Accountability Office inquiries/investigations. The ETR performs most work independently, although work is typically reviewed by the Team Manager through status reports and at completion. The work contributes directly to the accomplishment of air traffic and other FAA objectives and the efficiency and effectiveness of air traffic operations. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: -Experience identifying and assessing significant operational problems and concerns to recommend approval of memorandum of understanding and agreements.
