The North Carolina Department of Information Technology (NCDIT) - Transportation STARS team is seeking an Expert Level Technical Specialist with extensive experience in .NET development , including C# and RESTful web services . The specialist will work closely with cross-functional teams to build large, complex enterprise software applications that align with client requirements.
This role requires a deep understanding of Microsoft's .NET ecosystem , as well as strong experience in collaboration, mentoring, change management, testing, and production support . The selected candidate must be flexible to work in a hybrid environment and be available to report onsite within one hour when required .
Key Responsibilities:

• Develop software applications using Microsoft .NET framework and C#
• Design and implement RESTful web services
• Collaborate with business and technical stakeholders to gather requirements and translate them into scalable software solutions
• Provide guidance and mentorship to junior developers and team members
• Facilitate documentation of business requirements and change management processes
• Lead and support testing activities (unit, integration, system, UAT)
• Coordinate software release schedules in collaboration with stakeholders
• Provide ongoing production support for deployed applications
• Contribute to design discussions and code reviews to maintain high development standards

Required Skills:

• 8+ years of experience in .NET development
• Strong proficiency in C# and object-oriented programming principles
• Hands-on experience with RESTful API design and development
• Proven ability to develop and support enterprise-level applications
• Experience in agile/scrum environments
• Excellent troubleshooting, debugging, and performance tuning skills
• Strong communication and documentation skills
• Ability to work independently and collaboratively within a team
• Experience in change management and production release coordination
