Central Precinct Administrative Supervisor (Supervisor I - Exempt)

Job Appointment Full time, regular Work Schedule Monday – Friday, 8am-5pm. Alternate schedule may be available. Occasional after‑hours work may be required for emergencies or to support critical projects. This position must be available to work and respond during non‑business hours as necessitated by precinct or bureau demands. Work Location 1111 SW 2nd Ave., Portland, Oregon. The position is a supervisor position. Beginning April 2025 all manager and supervisor positions will be expected to report to their worksites full time. Position Summary The Administrative Supervisor in Central Precinct for the Portland Police Bureau is responsible for managing and directing the administrative support functions and duties for the precinct. The Administrative Supervisor collaborates with senior management to develop and prepare precinct plans and programs. The position is responsible for developing, implementing, and evaluating programs, projects, workflows, methods and work product in alignment with the Police Bureau’s policies, procedures, and approved budget. The Administrative Supervisor provides direct supervision to eight precinct Desk Clerks, two Sr. Police Administrative Support Specialists, and one Auto Servicer, including hiring, training, performance evaluation, coaching and corrective action. The supervisor ensures effective workload distribution, established performance standards, and promotes a professional and accountable work environment. This position may also oversee sworn members on modified duty, in collaboration with the Personnel Division. The Administrative Supervisor ensures the precinct front desk is adequately staffed for operational needs covering three shifts, seven days a week, including holidays and unplanned events, and is available to respond during non‑business hours as needed. The position is part of the Incident Management Team activated on an as‑needed basis. The Administrative Supervisor must ensure compliance with AFCME and PPA labor agreements, City Code, personnel rules, Bureau policy, and applicable federal, state, and local laws. Responsibilities include setting all administrative processes and procedures, managing Central Precinct facilities, fleet, and ensuring all equipment and supply needs are met, and tracking the budget while ensuring compliance with purchasing rules and regulations. Minimum Qualifications Experience supervising administrative personnel, including training, coaching, planning and directing work, evaluating performance and supporting professional development. Experience administering budgets, including tracking and reconciling expenditures. Experience exercising independent judgement and discretion while maintaining confidentiality when handling sensitive or confidential information. Experience collaborating with a diverse range of stakeholders, adapting to different communication and learning styles, and building strong, productive partnerships. Experience using sound judgement and practical problem‑solving to develop actionable recommendations, and communicating ideas clearly and persuasively to diverse audiences, including senior leadership, colleagues, direct reports, and community stakeholders. Experience proactively identifying and resolving challenges, optimizing workflows, and adapting to changing priorities while maintaining accuracy and attention to detail. Required Certifications and Abilities Ability to pass an in‑depth background investigation. Ability to obtain LEDS certification and become proficient with the bureau’s record management system within three (3) months of hire. Preferred Qualifications Experience working within a law enforcement agency. Experience overseeing procurement cards and ensuring compliance with established fiscal policies and procedures.
