About this Role:

The incumbent must maintain active membership in the California State Bar.

DHCS is seeking an experienced licensed legal professional to fill the role of Senior Assistant Chief Counsel (ACC), Fiscal, Financing, and Privacy Branch in the Office of Legal Services (OLS).

This Senior ACC oversees the development and application of legal advice and policy to support DHCS fiscal, financial, and privacy-related matters. This Senior ACC also provides legal advice and direction as it relates to financing, rate setting, and third-party collections for the state’s Medi-Cal program. This Senior ACC leads and provides strategic direction to Branch Attorneys to ensure Branch activities are aligned with OLS and departmental legal practices, priorities, and objectives.

This Senior ACC builds collaborative working relationships with the DHCS Directorate, Executive Staff, internal partners, and external stakeholders, including the California Health and Human Services Agency as well as other departments and governmental entities at local, state, and federal levels.

This Senior ACC works under the general direction of the Deputy Chief Counsel, OLS, and is a member of the DHCS Executive Staff.

This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office.

Special Requirements

Must be a member of the California State Bar and an attorney admitted to practice law in California.

Desirable Qualifications

• Demonstrated knowledge of Title XIX of the Social Security Act, Medi-Cal, other health programs regulated by the DHCS, and provider reimbursement principles

• Demonstrated knowledge of state personnel and labor relations policies and practices.

• Demonstrated ability to accurately appraise legal problems, perform legal research, and correctly apply legal principles, evidentiary rules, and precedents to propose solutions.

• Demonstrated ability to write and edit correspondence, pleadings, legal opinions, regulations, and legislation clearly, succinctly, and logically.

• Demonstrated ability to make planned and impromptu presentations before groups on diverse, complex, and sensitive subjects.

• Demonstrated ability to collaborate effectively across high levels of government, external organizations, providers, industry associations, and beneficiaries, resulting in strategic alignment and, ultimately, the achievement of business outcomes.

• Demonstrated ability to lead change and transformation efforts within and outside the organization, using excellent communication and change management strategies.

• Strong leadership, interpersonal, and problem-solving skills.

• Demonstrated ability to analyze complex problems and develop effective courses of action to solve them.
