Summary: Underthe supervision of the individual designated on the updated agency Organizational Chart, the Senior Accountant’s responsibilities include assisting the Controller with the financial, banking, budgeting and accounting functions of the Agency. This individual will also liaise with Program Managers and Agency Directors regarding various fiscal matters, as well as oversee the day-to-day functions of the Fiscal Department by collaborating with and managing the work of junior staff, i.e., Accounts Payable Specialist, Senior Accountant, and Payroll Specialist Essential Duties and Responsibilities: Assist the Controller with the following: Implementation and modification, as necessary, of accounting policies and procedures to conform to the Agency’s funding sources and recommendations of the auditing firm. Ensure that the department is prepared for all audits and site visits conducted by funding oversight agencies and the independent auditor. Ensure complete, accurate, and up to date financial records are maintained on all accounting activities of the Agency. General accounting oversight: Audit junior level staff’s work, i.e. Accounts Payable Specialist, Senior Accountant I, and Payroll Specialist Reviews & Audits semi-monthly payrolls Annual property tax analysis and submission Monthly depreciation, insurance and indirect admin allocations Semi-monthly payroll allocations Monthly productivity analysis and review with QA and Management Enter new vendors in Accounting system Consultant and unit of service billing for Cal Aim Unclaimed property review and submission Assist and reviews 401k and Workers Comp audits Assist with Agency Audits Quarterly Cultural Competency Analysis & Completion of County Cost Reports Liaise with program management and other agency staff on various fiscal needs Assist in the preparation of accurate, timely financial statements in accordance with our established schedule and with input from the rest of the fiscal department Meet regularly with the Controller to review the Accounting Department’s activities, inform the Controller/program needs and services or concerns that may arise. Ensure compliance with GAAP principles Support month-end and year-end close processes for both TLCS and Residential Properties: Review inter-company transactions for accuracy Research and resolve general ledger discrepancies Ensure the protection and confidentiality of all Protected Health Information (PHI) by following all policies and procedures in the HOPE COOPERATIVE HIPAA Manual. Ensure confidentiality and compliance with Agency HIPAA Privacy Policies. Perform filing, the duplicating of forms and related office functions as needed. Travel to other program sites and destinations when necessary. Supervisory Responsibilities: Supervise all functions related to the Agency’s automated accounting system. Assess, train, and support direct reports to ensure quality services. Ensure completion of, review and approve mileage sheets, petty cash vouchers, budget requests and related program expenses, keeping within budget limitations. Education and/or Experience: Ten or more (10+) years of experience in fiscal budgeting. Non-profit experience is highly desired . Ten (10) years of demonstrated experience organizing and supervising all activities in an Accounting Department, including managing automated accounting systems (accounts payable, accounts receivable, and payroll processing software, general ledger and electronic spreadsheets). Minimum of ten (10) years of experience in a fund accounting environment, preferably a government funded agency. Thorough knowledge of Generally Accepted Accounting Principles (GAAP). Associate of Arts or Bachelor’s degree in Accounting highly desired. Ten or more (10+) years’ experience aligning accounting practices with business goals.
