Summary:

The HARP (Health and Recovery Plan) Program Manager is responsible for the overall daily operations, development, and quality oversight of the HARP program, including Community Oriented Recovery and Empowerment (CORE) Services. The Program Manager ensures that program operations are consistent with the agency’s mission, vision, policies, quality standards, and applicable New York State Office of Mental Health (OMH) requirements. The Program Manager provides leadership and supervision to program staff, including recruitment, training, scheduling, performance management, and ongoing professional development.

Essential Duties and Responsibilities: 

Administrative and Program Operations

• Oversee the daily operations and overall functioning of the HARP/CORE program.
• Provide program information, data, reports, and operational updates to the Director and Executive Leadership as requested.
• Attend monthly OMH meetings and other required regulatory or program-related meetings.
• Maintain current knowledge of OMH regulations, CORE requirements, program standards, and regulatory changes.
• Monitor program performance and budget in collaboration with the Director of Managed Care Services.

Provider Relations and Support

• Support providers with Electronic Health Record (EHR) access and system-related issues.
• Provide guidance and consultation to providers regarding service planning, goal development, and documentation requirements.
• Consult with providers regarding client needs, concerns, barriers to service, and other program-related issues.
• Oversee the assignment and distribution of client cases to appropriate CORE providers.
• Facilitate provider meetings focused on education, communication, problem-solving, and ongoing support.

Managed Care Organization (MCO) Relations

• Attend MCO-led meetings and participate in required program and operational discussions.
• Develop and maintain positive, collaborative working relationships with MCO representatives.

Staff Supervision and Management

• Provide daily supervision and oversight of CORE Specialists and Peer Support Providers.
• Provide direction, coaching, and redirection as necessary to ensure effective job performance and adherence to program expectations.
• Oversee staff scheduling and coverage to ensure continuity of services.
• Review and approve time sheets and time-off requests.
• Monitor staff attendance, performance, productivity, and compliance with program requirements.
• Participate in the recruitment, interviewing, hiring, onboarding, and training of program staff.
• Identify training needs and coordinate or provide ongoing staff education and professional development.
• Promote a positive, collaborative, and accountable work environment.

Billing and Revenue Functions

• Collaborate with the Billing Department to support timely, accurate, and compliant billing for CORE services.
• Conduct final review and approval of provider documentation and service notes.
• Sign and approve service notes as required.
• Ensure documentation is complete and billing-ready prior to submission or processing.
• Monitor documentation and billing processes to identify and address issues that may affect revenue or compliance.

Quality Assurance and Compliance

• Receive, review, and process referrals for HARP/CORE services and distribute referrals to the appropriate program or provider.
• Conduct monthly quality assurance reviews of identified program processes and documentation.
• Monitor compliance with OMH regulations, agency policies, contractual requirements, and CORE program standards.
• Identify trends, deficiencies, and opportunities for improvement and implement corrective actions as appropriate.

Electronic Health Record (EHR) Management

• Serve as the program’s EHR super user and maintain current knowledge of system functionality affecting HARP/CORE operations.
• Provide EHR training, technical guidance, and ongoing support to program staff and providers.
• Oversee daily EHR functions, including:
• Entering new clients into the system.
• Discharging or closing services for former clients.
• Maintaining accurate client demographics and program information.
• Reviewing and signing provider documentation.
• Ensuring required information is complete and accurate.
• Conduct ongoing reviews to ensure data integrity and accuracy.
• Identify and resolve EHR-related issues that may affect service delivery, documentation, billing, or compliance.

Education and Experience

• Bachelor’s degree in Human Services, Behavioral Health, Social Services, or a related field required.
• Previous supervisory or program management experience preferred.
• Knowledge of HARP, CORE Services, OMH regulations, and behavioral health service delivery preferred.
