CHIEF Business Officer

Duties Through subordinate activity managers, is responsible for overall management and direction of the Directorate, Morale Welfare and Recreation (DMWR) Business Division at a large garrison. May coordinate with officials responsible for AAFES. Provides policies and guidance to ensure attainment of the established objectives of the division. Directs, develops and administers plans and procedures. Implements, enforces, and ensures compliance with regulations to provide aggressive community business program which meets the needs and interests of the military community. Provides sound leadership and supervision to ensure attainment of the established objectives of the division. Develops and/or recommends methods, operations, and programs to ensure profitable business activities income. Reviews program objectives and priorities, and develops five-year plan with Capitol Purchase Minor Construction (CPMC) and Annual Operating Budgets covering projected programs of division resources. A Qualified Candidate Must Possess The Following Work experience directing/managing one or more DMWR Business Operations activities for a garrison, or similar civilian operation, for at least one year. In addition to the above qualifications, candidates who possess the following qualifications will be considered \"Highly Preferred\" or \"Best Qualified\": Minimum of 3 years of experience managing revenue-generating business operations for Army Family and MWR. Strong proficiency in conducting internal management reviews, cost-benefit analyses, and implementing corrective actions to ensure compliance with Department of War and Department of the Army Non-appropriated Fund Standards. Minimum of 3 years of direct supervisory experience managing a diverse workforce of 15+ personnel. Minimum of 3 years experience with developing, tracking, and reporting organizational Key Performance Indicators to drive continuous process improvements, optimize resource allocation, and reduce operating costs. Minimum of 3 years experience working with Army MWR systems such as: Standard Management Information Reports for Finance (SMIRF), Financial Management Budget System (FMBS), and RecTrac. PCS Costs Payment of Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. In addition, some individuals may also be authorized Temporary Quarters Subsistence Expenses (TQSE). PCS is contingent upon signing a one-year continued service agreement. Allowances and Differentials This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander. Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
