DATABASE APPLICATION DEVELOPER/REPORT DESIGNER

Applicant Requirements APPLICANTS MUST BE PERMANENT IN THE COMPUTER ASSOCIATE SOFTWARE CIVIL SERVICE TITLE About the Organization The HIV/AIDS Services Administration (HASA) is the most comprehensive program of its kind in the country, helping New Yorkers living with HIV or AIDS live healthier and more independent lives. We assist with an individualized service plan that targets the support and necessary benefits that are specific to a client’s medical situation to enhance his or her well‑being. In addition, this agency has a legal mandate, based on Local Law 49 and the Henrietta D. versus Giuliani Federal court case, to ensure that HASA clients are serviced promptly. HASA provides intensive case management, rental assistance, emergency and non‑emergency housing, and assistance with applying for public benefits and services including Medicaid, food stamps and cash assistance. HASA also provides vocational services that prepare clients for work. With counselors to help identify barriers to employment, clients can select vocational goals and receive support. Other HASA services include home care and homemaking services, mental health and substance use screening and treatment referrals, transportation assistance, referrals to community‑based organizations, and SSI or SSD application and appeal. Position Overview The HIV/AIDS Services Administration (HASA) is recruiting for one (1) Computer Associate (Software) II to function as a Database Application Developer/Report Designer. The role is under the general supervision of the Applications Development Manager and provides considerable latitude for independent initiative and judgment for deriving solutions to all issues and concerns within Information Technology, database development, and report design. Responsibilities Design and deploy reports using Microsoft SQL Server Reporting Services. Create reports for case management, eligibility operations, finance, personnel, housing, and contracts units connecting to database applications in Oracle and MS SQL Server. Coordinate design, development and implementation of HASA database applications and maintain existing database applications, designs, develop and implement new programs using SQL Server 2016 and above utilizing tables, views, stored procedures, and SSIS packages. Analyze and enhance existing quality assurance and other statistical and periodic reports and create new reports based on analysis and recommendations using all available resources such as Oracle, Electronic Data Warehouse (EDW), in‑house SQL Server applications and flat files received through file transfer protocol (SFTP) from outside HASA. Coordinate the design and planning stages of electronic forms (E‑Forms) with Policy and Procedures unit. Maintain and update the design of all web‑based E‑forms. Communicate with operational staff to understand their requirements and feedback and ensure that these are fully conveyed to the programming and web development team, recommending changes to web application and database design. Provide technical support to users and program vendors in the use of the web‑based application HASAWeb by resolving issues, maintaining the security module, adding or removing users, codes, roles and coordinating with other HASA staff and/or HRA‑ITS. Create ad‑hoc reports based on management requests using all available data sources such as Oracle, SQL Server 2016 databases, flat text files. Coordinate the Single Room Occupancy (SRO) billing process, acting as the single point of contact by creating necessary exception reports for contract, creating, uploading, and downloading files to and from HRA FTP servers, requesting updates to the central database application. Minimum Qualifications A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full‑time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or A four‑year high‑school diploma or its educational equivalent and five years of satisfactory full‑time computer software experience as described above; or Education and/or experience equivalent to the previous descriptions. College education may be substituted for up to two years of the required experience in the second scenario on the basis that 60 semester credits from an accredited college equates to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post‑high school), may be substituted for one year of experience. All candidates must have at least a four‑year high‑school diploma or its educational equivalent and at least one year of satisfactory full‑time experience as described above.
