Highway Maintenance Crew Leader

Responsible for supervisory and technical work in the construction and maintenance of Township highways, curbing, and sanitary/storm sewers for Lower Merion Township. The role involves scheduling work, tracking employee time usage, securing equipment and materials, and is defined as a safety sensitive position. Work is performed under minimal supervision with moderate latitude in the use of initiative and independent judgment. The position relies on experience and subject‑matter expertise to apply concepts, techniques, and knowledge of processes in decision making. Responsibilities Schedule jobs based upon public safety, priority, project deadlines, material and employee availability, and weather. Oversee daily job assignments to ensure they are performed safely and timely; ensure all job specifications are followed and communicated to the crew. Prepare work area prior to starting projects, including Pennsylvania One Call mark‑outs. Maintain accurate, timely, and organized records related to employee timekeeping, payroll, daily work activities, and material usage in accordance with Township standards. Participate in performing construction and maintenance activities as needed. Assist in preparing specifications for needed equipment and supplies. Ensure that receipts of purchased materials are signed off on and submitted for payment. Support budget monitoring and operational reporting by tracking labor, equipment, and material usage and ensuring proper documentation and submission of records. Specialize in the placement, operation, maintenance, and uniformity of traffic control devices. Coordinate Township pavement markings and sign installation and/or repair in accordance with current Pennsylvania Department of Transportation (PennDOT) standards and the Manual on Uniform Traffic Control Devices (MUTCD) guidelines. Participate in direction and oversight of winter or emergency operations. Administer union contract language. Assist in employee selection when necessary. Oversee time keeping, payroll and paid time off. Uphold strict confidentiality in dealing with sensitive information, including personnel matters, legal documents, financial data, contracts, and other proprietary information. Follow Township and public safety guidelines and protocols and perform job functions in a safe manner; report all safety hazards per established policies and procedures. Attend and participate in group meetings; stay current on new trends and best practices. Interact professionally with residents or businesses; provide assistance and address inquiries or concerns. Respond to inquiries, questions and comments from the public per established standards and protocols; respond to and resolve difficult and sensitive inquiries, issues and complaints. May provide technical training in safe and efficient operations when working in or near traffic and dangerous equipment. Assist Township Risk Control Manager with liability, auto, workers’ compensation and property loss claim investigations as directed. Perform duties of lower-level classifications as necessary. May be required to attend evening or weekend meetings and events based on organizational responsibilities and requirements. Respond to emergencies at any time of day or night as directed; serve on call per department policy. May be assigned to other departments or divisions to perform required duties as needed. Supervisory Responsibilities Schedule and motivate personnel; provide or coordinate staff training; work with employees to correct deficiencies; make recommendations regarding disciplinary action. Develop and implement short- and medium-term work plans (daily, weekly, and seasonal) to efficiently allocate staff, equipment, and resources. Qualifications High school diploma or GED and six (6) years of increasingly responsible sanitary/stormwater sewer systems, roadway maintenance and curb installation experience, including some previous lead‑worker responsibility or demonstrated ability to lead the work of others. OR technical certification in construction management, construction engineering technology, inspector, temporary traffic control and/or land surveying and five (5) years of experience as listed above. OR a combination of experience, certification, education and training that demonstrates expertise in the related areas. Must successfully pass all conditions of employment, which may include a pre‑employment physical. Must possess and maintain a commercial driver’s license (CDL) Class B free of air brake restriction; Class A free of air brake restriction preferred. Must have current flagger certification, conforming with PennDOT Pub 408, Section 901 or ability to obtain within a designated period. Must have Township forklift certification or ability to obtain within class constraints. Must have current confined space certification or ability to obtain within class constraints. Must have Penn State Leadership Certification or ability to obtain within class constraints. Must complete Reasonable Suspicion for Drug and Alcohol Testing training within class constraints. First aid and CPR certification preferred. Trenching experience preferred. Thorough knowledge of the tools, equipment and methods used for highway maintenance, drainage, sanitary sewer systems, curbing and roadway construction and maintenance. Thorough knowledge of the work standards and safety procedures in general highway maintenance, pipe installation, roadway construction and maintenance. Thorough knowledge of state regulations that apply to painting of highways, installation of highway signs and the relationship to public safety. Thorough knowledge of OSHA regulations. Thorough knowledge of crosswalk requirements as outlined by current ADA requirements. Skill in operating and maintaining heavy equipment and machinery used in road maintenance. Skill in the use of tools and equipment of the highway maintenance trade. Ability to operate handheld communication equipment such as cell phones and walkie‑talkies. Ability to properly set up and maintain a work zone within a publicly accessible street to manage vehicle and pedestrian flow. Ability to supervise others in a work unit. Ability to lead, motivate, influence, and guide staff toward accomplishment of department mission and goals as a service‑oriented team. Ability to use reasoning skills that minimize duplication of efforts, including comparison, classification, analysis, and coordination. Skill in Microsoft365 applications (Word, Outlook, Excel) and collaborative tools such as Teams and OneDrive; ability to learn and become proficient in specialized software as required. Skill in using mathematics required for the work. Ability to follow Township and public safety guidelines and protocols and perform job functions in a safe manner. Ability to handle difficult and stressful situations with professional composure, diffuse potentially confrontational situations and resolve disputes. Ability to maintain regular attendance to ensure efficient and effective performance of job duties. Physical Requirements Tasks involve periodic performance of moderately physically demanding work, usually involving positioning, transporting, pushing and/or pulling of moderately heavy objects and materials; assistance may be required for significant weights. Ability to position self to access difficult to reach areas. Tasks performed inside and outside with potential for exposure to adverse conditions such as dirt, dust, pollen, odors, fumes, poor ventilation, wetness, humidity, rain, temperature extremes, noise, vibrations, electric currents, wildlife, toxic agents, gases or chemicals, disease, or pathogenic substances. Some tasks require manual dexterity, visual and hearing acuity, and the ability to identify and distinguish colors. Ability to communicate orally and in writing. In severe weather, ability to sit and drive for up to 16 hours. Ability to sit for a minimum of 1–8 hours, stand for 1–8 hours, walk for 2–8 hours, and drive for 2–8 hours per workday; in severe weather, ability to sit and drive up to 16 hours. Ability to bend, stoop, squat, climb, reach above shoulder level, crouch, kneel, lift and push/pull up to 75% of the workday. Ability to lift and carry up to 50 pounds of tools, equipment and materials for up to 68% of the workday and up to 100 pounds for 35% of the workday. Ability to use both feet for operating foot control of equipment. Ability to use both hands for simple grasping, firm grasping and fine manipulation of tools, equipment and objects. Ability to perform job functions around moving machinery, including construction equipment. Ability to perform job functions in all types of weather and temperatures. Ability to drive automotive equipment and departmental machinery. Ability to perform job functions using safety precautions where environmental conditions may be challenging.
