Join Team Georgia and impact lives everyday while receiving a robust benefits package designed for every stage of your career!Job Description:Working as a Transportation Program Manager under the direction of the Deputy Chief of Transportation Analysis:Leads program management efforts administering GTEA's responsibility for the review and approval of the ARC TIP on behalf of the Governor. Ensures that TIP-related summary materials are prepared in a timely and accurate manner for GTEA executives and board members.Works closely with ARC, GDOT, other GTEA staff as appropriate, and other modal transportation agencies to collaborate with state and regional planning partners to establish, maintain, and track implementation of a performance-based framework for the development and review of the TIP. The Transportation Program Manager manages team efforts to utilize the TIP framework to inform GTEA's review and action on the TIP, supervising other staff and managing consultant contracts as relevant.Assists with management of and continuous improvement of GTEA's DRI program. Coordinates, reviews, and provides recommendations for DRIs submitted to GTEA. Works closely with regional commissions, GDOT, local governments, and developers to understand transportation-related issues associated with developments and recommend measures to mitigate potential impacts from those developments.Job Responsibilities: Program ManagementLeads and manages TIP program and supports the DRI program.Understands interdependencies and synergies between programs to increase efficiency.Confirms that any relevant TIP projects are accounted for during DRI review. Ensures that any relevant DRIs are accounted for during the review of TIP updates and amendments.Coordinates with other internal departments on TIP/DRI-related performance measurement strategy, data development and advanced analytics.Prepares and delivers presentations and reports for the Executive Director and the GTEA Board; presents to the GTEA Board on the status of DRI and TIP programs.Supports internal awareness and knowledge sharing related to the TIP and DRI programs.Suggests ongoing improvements for TIP and DRI programs and manages recommendation implementation.Ensures that the GTEA TIP Approval and DRI websites include up-to-date information as an externally available point of reference.Manages and oversees consultant contracts, including coordinating work performed by consultants and other staff.Transportation Improvement ProgramAttends and coordinates TIP-related review meetings with partner teams, agencies, and stakeholders to discuss individual TIP projects, program-level data analysis, board presentations and other summary materials, and TIP processes and procedures.Ensures that TIP-related summary materials are prepared in a timely and accurate manner for GTEA executives and board members in advance of the GTEA board's action on each TIP update and amendment.Coordinates review meetings with the Executive Director, executive team, and stakeholders for TIP updates and amendments.Maintains good working relationships with ARC, GDOT, and federal and local stakeholders with an interest in the TIP.Developments of Regional ImpactAttends and coordinates DRI meetings with stakeholders, reviews developers' transportation study packets, and coordinates conditions for inclusion in the Notice of Decision.Coordinates with engineers on large or complicated DRIs; may coordinate with Executive Director on high-profile DRIs.Maintains strong working relationships with key stakeholders, including local governments, GDOT, CIDs, regional commissions, developers, engineers, and site designers.OtherMaintains a consistent, high-quality, customer-focused orientation when conducting business and providing services or products to clients, the public, other external customers, and members within internal business units.Maintains comprehensive knowledge of current trends and developments in related program areas. Develops and evaluates new ideas, concepts, and technologies to determine impact on existing programs and to innovate new programs and technologies.Maintains a high level of job skills by attending and completing various seminars and training courses and reading appropriate literature. Transfers this knowledge to others as required.Performs other duties as assigned by Management.Abilities, Knowledge, and SkillsAbility to build consensus and gain buy-in from stakeholders.Ability to learn various programs, rules, acts, regulations, policies, guidelines, procedures, circulars, and laws relating to the scope of position.Organizational and project management/time management skills.Strong interpersonal, writing, customer service, and presentation skills with the ability to conceptualize, structure, write, and present for a wide range of audiences.Ability to effectively communicate orally and in writing.Ability to work independently and with others.Ability to effectively establish and meet deadlines.Ability to monitor and evaluate programs and processes for quality and effectiveness.Ability to prepare reports and present findings.Ability to supervise the work of other staff and consultant contracts.Knowledge of transportation planning and funding processes.Minimum Qualifications Bachelor's degree in transportation planning, city planning, urban planning, public administration, civil engineering, management, or business administration from an accredited college or university, PLUS a minimum of two (2) years of work experience relating to transportation planning. Must have the ability to read and interpret transportation plans and development site plans. Ability to demonstrate a high level of proficiency in computer skills, including Microsoft Office Suite (e.g., Word, Excel, Outlook, PowerPoint, Teams, and Project): excellent communication and interpersonal skills and the ability to present ideas clearly and concisely.Preferred Qualifications Relevant education and direct work experience with city planning, land use planning, transportation planning, or transit planning. Experience in one or more of the following: transportation funding and policy, traffic engineering, traffic modeling, transit-oriented development, or transportation planning.
