SUPERVISORY PROGRAM ANALYST

Responsibilities The primary purpose of this position is: to serve as the Associate Chief in the Total Force Integration division, AF/A8PV, including oversight of military, civilian, and contractor personnel. As the Director of A8PV representative, assists all facets of operating the division and serves as the Senior Program Analyst in the division. DUTIES: Supervises accomplishment of office responsibilities, overseas civilian personnel Serves as a senior program analyst charged with full technical responsibility for planning, analyzing and/or evaluating the risks, benefits, costs, and implications of formally integrating personnel and resources across all Air Force mission areas and all Air Force components in different unit organizational concepts Leads the TFI Working Group in support of the TFI Integrated Process Team and General Officer Steering Committee sessions Promotes Total Force Integration in support of AF strategic planning efforts by maintaining a continuous liaison with other Air Staff, OSD, Joint Staff, and other Service, and other DoD offices to ensure informed decision-making by senior Air Force leadership Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes ability to synthesize complex, and often competing, information and viewpoints to determine best course of action; advocate recommendations across the Air Staff and to senior Air Force leaders; knowledge and ability to consolidate various information sources to support strategy development, participation in studies and war games, and overall development, assessment, and improvement of Air Force wide plans, concepts and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships Ability to synthesize complex, and often competing, information and viewpoints to determine best course of action. Advocate recommendations across the Air Staff and to senior Air Force leaders Knowledge of Air Force goals, objectives, and capabilities; perspectives on the present and future international security environment, and methods of evaluating the effectiveness of war games Knowledge and ability to consolidate various information sources to support strategy development, participation in studies and war games, and overall development, assessment, and improvement of Air Force-wide plans, concepts, and war games Ability to plan, organizes, and negotiates effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of strategy, concepts, and technology in future operating environments; knowledge of wide range of qualitative and/or quantitative methods to participate in the development, assessment, and improvement of Air Force-wide plans, concepts, war games PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
