Environmental Compliance Program Manager

Cambria is seeking an Environmental Compliance Program Manager to lead our facility’s environmental programs. This position will be responsible for managing the environmental performance of the site to ensure operations remain in full compliance with federal, state, and local regulations. The ideal candidate will possess deep technical expertise in air, storm water and regulated waste programs, combined with the project management skills necessary to drive continuous improvement and compliance initiatives.

Essential Duties and Responsibilities:

  • Manage and maintain the site’s Title V Air Permit, ensuring all performance testing, monitoring, record-keeping, and reporting requirements are met.

  • Direct the management of Hazardous and Regulated Waste program, including inspections, training, waste stream characterization, profiling, labeling, storage, and manifesting. Primary point of contact for TSDF. Ensure compliance with RCRA/DOT regulations.

  • Maintain and manage the Industrial Storm water Program (SWPPP) including inspections, sampling/monitoring, program review, annual reporting and training.

  • Maintain and manage the Spill Prevention, Control, and Countermeasure (SPCC) program including inspections, program review and training.

  • Lead the preparation and submission of annual regulatory reports, including Tier II (Emergency and Hazardous Chemical Inventory), TRI (Toxic Release Inventory), P2PR (Pollution Prevention Progress Report) and EIR (Emissions Inventory Report), Industrial Storm water annual and quarterly benchmark monitoring reports.

  • Act as the primary point of contact for regulatory agency inspections and inquiries.

  • Lead environmental compliance and improvement projects, ensuring effective implementation and support of environmental objectives

  • Oversee environmental training programs for staff on topics including hazardous waste handling, spill response, and permit requirements. Update content as needed.

  • Maintain a robust record-keeping system to ensure audit-readiness at all times

  • Development of and tracking of environmental Key Performance Indicators (KPI’s)

  • Track laws and regulations that may affect the organizations policies or practices and maintain a Compliance Calendar to identify internal and external compliance obligations

  • Conduct investigations, RCA and CAPA on Environmental/Chemical incidents

Required Qualifications

  • Education: Bachelor’s degree in Environmental Science, Engineering, Chemistry, or a related technical field.

  • Experience: 5–8 years of experience in industrial environmental compliance

  • Technical Knowledge: Deep working knowledge of EPA regulations (CAA, CWA, SPCC, RCRA, EPCRA, 40 CFR 60, Subpart and ZZZZ). Deep working knowledge of State of Minnesota environmental regulations.

Preferred Qualification/Certifications

  • Working knowledge of 40 CFR 60, Subpart and ZZZZ

  • Certified Hazardous Materials Manager (CHMM)

  • Hazwoper Certification

Travel Requirements: Travel to local MN sites occasionally

  • Occasionally work in wet and/or humid conditions

  • Work in a non-climate controlled environment

  • Ability to walk industrial floor space, climb ladders/platforms and go up and down steps multiple times throughout shift as work dictates.

  • Bend over multiple times throughout shift

Task Based Personal Protective Equipment (PPE) Requirements may include:

  • Steel toed boots

  • Hearing Protection

  • Safety glasses

  • Cut-proof gloves

  • Respirator

  • Face shield

  • High visibility vest

  • Chemical gloves

Cambria’s starting salary for this position is $97,594 - $135,170. Pay ranges are determined by role, level, and location. The range displayed on each job posting reflects the target for new hires for the position. Individual pay is determined by several factors, including work location, job-related experience, and relevant education and/or training.
