This advanced-level Budget Analyst 4 is within the School System Financial Services (SSFS) Department of LDOE. The position serves as a lead analyst for specialized, complex and technical fiscal data analytics and budgetary work associated with the administration of various state-wide programs related to K-12 educational funding. SSFS oversees appropriations totaling several billion dollars such as but not limited to the Minimum Foundation Program (MFP), Louisiana Giving All True Opportunity to Rise Scholarship (LA GATOR) Program, and other state-funded programs appropriated annually by the Louisiana Legislature. This Budget Analyst 4 creates and calculates large and complex allocations in Excel, and assists in the design and modification of funding processes for new allocations. Mid to high level of Excel experience and effective communication skills is beneficial.

Job Duties

• Develops and prepares technical and complex allocations of funds for many various programs.
• Designs mathematical calculations in Excel to apply the allocation methodologies as intended.
• Prepares documents to initiate payments by prescribed timelines during the fiscal year.
• Prepares reconciliations between appropriations, allocations and expenditures.
• Perform extensive analysis of data prior to inclusion in the calculations to identify anomalies.
• Interprets results through statistical analysis and prepares detailed reports, presentations or other summary documents.
• Provides technical assistance to recipients in the preparation and submittal of required forms, timelines, etc.
• Creates and maintains Standard Operating Procedure documents (SOPs) for each assigned allocation or program.
• Represents the Budget Administrator in agency meetings regarding the programs supported as needed.

Position-Specific Details:

Appointment Type: Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected. Career Progression: This position does not participate in a Career Progression Group. Work Schedule: Work hours are Monday - Friday. Work hours will be determined. Compensation: The salary offered will be determined based on qualifications and experience. Note regarding the advertised pay range: The Budget Analyst 4 position has a special entrance rate (SER) of $27.84 hourly, $2,227.20 biweekly that is above the minimum hire rate for these positions. The maximum amounts listed are the maximum salary amounts a person can make over their career and not the maximum amount we are allowed to pay a new hire.
