Job Description:\n\nThe Property Manager supports Boulder Housing Partners’ strategic and operational objectives by managing an assigned portfolio to promote strong occupancy, successful tenancies, regulatory compliance, and effective property operations. This position will initially support a portfolio with a significant focus on Project-Based Voucher housing. Portfolio assignments may also include LIHTC, HOME, locally funded affordable housing, other HUD-assisted programs, and market-rate housing and may change based on organizational needs. The Property Manager is expected to develop the knowledge and flexibility needed to manage properties with varying program requirements. The PM team at BHP manages about 2,100 within the City of Boulder. BHP’s portfolio may include Project-Based Voucher, LIHTC, HOME, locally funded affordable housing, other HUD-assisted programs, and market-rate housing.\nESSENTIAL JOB FUNCTIONS:\n1. General Property Management Responsibilities:\n· Ensures the property (including the admissions process) operates in compliance with all federal, state, and local regulations that may apply to the project.\n· Manages property operations within accordance of all Federal, State and Local Fair Housing requirements.\n· Manages property operations to meet targeted performance benchmarks in compliance, lease renewals, occupancy, budget, and customer service.\n· Trains and supervises Assistant Property Managers, and Leasing Specialists assigned to the Property Manager’s properties.\n· Works productively with onsite Maintenance and Resident Services staff to drive collectively toward operational goals.\n· Monitors rent collection process and late payment reports according to BHP policies and procedures.\n· Conducts on-going site inspections and monitors curb appeal.\n· Reports on building or site related problems to the maintenance department.\n· Conducts inspections of housing units for cleanliness, maintenance needs and standards of occupancy at move-ins, annually, move-outs and as regulations require.\n· Monitors and enforces lease violations; serves and follows-up on eviction notices.\n· Works with reasonable accommodation issues under Section 504 (ADA).\n· Monitors and implements changes in covenant regulations that affect program performance in their portfolio.\n· Implements organizational, personnel, and/or policy changes relevant to their properties, programs, or participants. \n· Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment.\n· Leads the customer service team for their properties, including property management, resident services, and maintenance staff. \n2. Occupancy Responsibilities:\n· Maintains high occupancy level and low turnover rate within established budgeted benchmarks.\n· Certifies resident eligibility using federal, tax credit, and local program guidelines.\n· Attracts and retains residents through superior customer service.\n· Collects, monitors, and reviews market data.\n· Maintains and uses call back lists, when applicable.\n· Organizes and maintains resident files.\n· Processes renewals and recertifications.\n· Tracks property data via property management software (Yardi).\n· Collaborates with maintenance to minimize turnover delays and costs.\n· Prepares move-out settlement statements & collections.\n· Oversee the lease-up of new developments, as required.\n3. Financial Responsibilities:\n· Performs complex calculations of assets and all sources of income for resident certifications, as necessary.\n· Reviews financial reports monthly with Regional Property Manager.\n· Manages and monitors site budget and informs Supervisor of any major variances or deviations.\n 4. Compliance Reporting\n· Meet all regulatory requirements & compliance for each managed site.\n· Submit compliance reports on time.\n· Perform file pre-audits and file reviews with syndicators, partners, and lenders.\n5. Office Management\n· Provides site presence and resources to residents by holding regular office hours on-site.\n· Coordinates Eco-pass programs at sites when applicable.\n6. Customer Service\n· Property Managers communicate courteously and responsively and provide effective and efficient service to the public and co-workers and promptly address resident issues, requests, and communications.\n· Responsible for quarterly resident newsletters.\n· Assists the Regional Property Manager and Resident Services Coordinator in planning and coordinating community activities.\n7. Provide direction and quality supervision for assistant property managers and other assigned staff; meet with staff to identify and resolve problems; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; ensure consistency of communication, implementation of policies and procedures, and data tracking.\n8. Ensure the delivery of departmental employee training, motivation, supervision and evaluation; provide guidance, support and constructive feedback to team members.\n9. Performs related duties as required by management to meet the needs of BHP. \n10. Regular, predictable attendance is an essential function of this position\n11. Candidates with comparable affordable housing experience and the ability to learn PBV requirements will also be considered.\n· Well-developed interpersonal and conflict resolution skills. \n· Ability to communicate and maintain effective relationships with people from a variety of backgrounds. \n· Interpersonal skills needed to resolve landlord and resident issues.\n· Communication skills needed to prepare clear and concise administrative reports.\n· Communication skills to effectively respond to requests and inquiries from BHP residents and the general public.\n· Communicate clearly and concisely, both orally and in writing.\n· Effective organizational, time management, and planning skills. \n· Ability to maintain complex records and documentation. \n· Ability to understand and interpret legal information related to housing programs. Ability to maintain a high degree of confidentiality. \n· Valid Colorado driver's license and acceptable motor vehicle record. Must provide own vehicle for transportation; mileage reimbursed according to BHP policy. \n· Acceptable background information including criminal history.\n· Ability to monitor property specific budgets and financial reports.\n· Ability to train, monitor, and supervise property management staff in their team.\n· Ability to implement and explain federal and mandated rules, regulations, policies, and procedures including Fair Housing, Low-Income Housing Tax Credit (LIHTC) and/or other affordable or HUD programs.\n \nKNOWLEDGE OF:\n\n Operations, services, and activities of comprehensive housing site management including multi-family, tax-credit, and project-based Section 8\n Property management software -- preferably YARDI\n Economic and social issues that impact low-income residents.\n Community resources available to low-income residents.\n Techniques used in working with the mentally, physically, socially, and economically disadvantaged.\n Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications, specifically Microsoft Office programs.\n Methods and techniques of managing buildings, facilities, and grounds.\n Mandated Housing Quality Standards and other relevant codes and standards.\n Rules and regulations governing the landlord/resident relationship.\n Methods and techniques of resolving resident issues.\n Principles and practices of handling resident contract obligations.\n Principles and practices of report preparation.\n Methods and techniques for successful supervision.\n Principles in creating and supporting work group/teams.\n Pertinent Federal, State, and local codes, laws and regulations.\n\n \nDESIRED QUALIFICATIONS:\n· Bachelor’s degree in business, Management, Finance, Social Sciences or related field, or any equivalent combination of education.\n· Bi-lingual English/Spanish preferred\n\nCHAIN OF SUPERVISION:\n(1) TITLE OF IMMEDIATE SUPERVISOR: Regional Property Manager\n(2) TITLE(S) OF POSITIONS OVER WHICH THIS POSITION HAS DIRECT SUPERVISION: Assistant Property Manager and Leasing Specialist\nMACHINES AND EQUIPMENT USED IN WORK INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:\nPersonal vehicle, personal computer, telephone, photocopy machine, facsimile machine, and calculator.\nWORKING CONDITIONS:\nPhysical Demands: This position works equally in an office setting and at housing sites. In the office it is primarily sedentary physical work requiring the ability to lift a maximum of 10 pounds; occasional lifting, carrying, walking, and standing; frequent hand/eye coordination to operate personal computer and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and residents. At housing sites there may be an occasional need to work in inclement weather.\nWork Environment: Works in a clean, comfortable environment in the office.
