This position will manage the District Asset Maintenance Program.

Your Specific Responsibilities:

Supervises the work of employees, which includes communicating, motivating, training, evaluating, planning, and directing work of employees.

Manage the District Asset Maintenance (AM) program. Coordinate and provide direction, support, and training to the asset maintenance contract staff at the Operation Centers and the District Maintenance Office to ensure compliance and conformity of contracting operations within established guidelines, policies, standards, and procedures as it pertains to asset maintenance. Conduct quality assurance field reviews to ensure contractual commitments are being fulfilled and addressed consistently throughout the district and provide technical assistance to other units as necessary. Participate in statewide AM meetings and addresses issues. Advise higher level district and/or Central Office managers on problems or policies related to contract administrative issues. Obtain and keep an active status on Herbicide License in accordance with Department Standards.

Perform independent and complex administrative work for the preparation and coordination of District Emergency Operations. Coordinate and carry out directives to aid in the District’s emergency preparation and recovery activities. Develop and implement DEOC standard operating procedures. Coordinates communications between the DEOC, Central Office Command Center (COCC). Maintain, update and distribute the annual District Emergency Management Plan. Identify and coordinate needs, resources, and responses among the various District Offices, Divisions and Cost Centers. Coordinates planning and debriefing with Area Incident Management Teams to ensure the best management practices are used in managing all roadway incidents within the District. Act as the District representative for scheduled coordination meetings with local entities as it relates to Emergency Management.

Manage public relations and resolution of customer concerns related to assigned projects under contract. Maintain contact with elected officials, general public, and representatives conducting business with the Department. Provide timely and accurate written and verbal responses while promoting courteous, professional, and respectful interactions with all customers. Ensure compliance with Department policies and procedures. Provide engineering support in resolving project related problems. Provide technical assistance and related coordination activities with other entities within project limits.

Participate in the preparation, review, and administration of the Asset Maintenance Contractor

Performance Evaluation Report (AMPER) program. Ensure AMPERs are prepared according to

procedure, accurate, thorough, consistently administered, and completed timely. Coordinate with the Deputy District Maintenance Engineer for approval. Review Asset Maintenance contract evaluations for adherence to approved quality assurance plans. Review, monitor, and coordinate Maintenance Rating Program (MRP) compliance in Asset Maintenance Zones. Administer all contract requirements and ensure compliance with District MRP goals.

Attend project scope, pre-construction, and project progress meetings. Manage and monitor respective projects for satisfactory performance and compliance with Department specifications, policies, and procedures. Coordinate and facilitate the issuance of work documents and work orders for contracts. Review reports of inspection; verify, prepare and process pay estimates and all other required project correspondence. Review and approve invoices. Develop contract modifications. Review and make recommendations for further action with respect to contract claims. Coordinate Federal Highway Association (FHWA) approval and field inspections when necessary. Recommend final acceptance of projects. Perform contractor performance evaluations and in-depth engineering reviews. Prepare and process project close-outs.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

• engineering concepts, principles and terminology
• construction plans, contract specifications and contract administration
• budget administration; and roadway construction and maintenance contracting procedures

Skills in:

• using engineering tools, equipment and/or instruments; conflict resolution; reviewing, analyzing and negotiating contracts, claims or time extensions
• processing contractor vendor payments through various computer applications

Ability to:

• develop and implement department programs, policies and procedures
• monitor and inspect engineering projects
• evaluate and analyze data
• work with the public, elected officials, representatives, consultants, and department employees to maintain effective working relationships
• effectively communicate orally and in writing
• plan, organize, coordinate and schedule work assignments
• provide direction, support and training to department staff
• supervise

Licensure/Registration/Certification Requirements:

• A valid Class “E” driver’s license is required. Must obtain certification in Maintenance of Traffic-Advanced Level within one year and maintain it. Must obtain Herbicide License within 12 months and maintain it.

Other Job-Related Requirements:

• Due to the nature of this position, the incumbent must respond to emergencies. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).
