Reporting to the Executive Vice President and Chief Financial Officer (EVP/CFO), the Vice President, Treasurer (VP) serve as a critical partner and trusted advisor to the EVP/CFO, senior leadership, and the George Washington University Board of Trustees. The VP provides strategic leadership and oversight for Treasury Management, Procure-to-Pay Services, Risk Management and Insurance, and Treasury and Risk Accounting, ensuring the effective stewardship of the university's financial resources and institutional financial operations.
The VP leads a team responsible for developing and maintaining innovative, customer-focused, and fiscally responsible policies and practices that balance operational efficiency, compliance, internal controls, and service excellence across the Finance Division. With oversight of multiple staff and their teams, the VP provides executive leadership and strategic oversight to senior finance and operational leaders across treasury operations, debt management, investments, banking relationships, procurement services, supplier management, risk management, and treasury-related accounting functions.
This position plays a key role in supporting the university's long-term financial sustainability, institutional strategy, and operational effectiveness. The VP collaborates closely with academic and administrative leadership to support strategic initiatives, enterprise risk management, capital planning, operational transformation, and institutional effectiveness efforts. The VP attends meetings of the George Washington University Board of Trustees and works closely with Board committees, including the Audit & Compliance Committee and the Finance & Investment Committee.
Key Responsibilities
Strategic Leadership and Oversight
Provide executive oversight, strategic direction, and leadership to senior finance and operational leaders across treasury, risk management, procurement, and financial operations.
Lead and support Assistant and Associate Vice Presidents, and Directors in developing operational priorities, achieving strategic goals, and strengthening organizational effectiveness.
Ensure alignment and collaboration across finance and operational functions to support institutional priorities, operational excellence, compliance, and customer service.
Establish clear performance expectations, accountability measures, and service standards across all functional areas.
Foster a culture of leadership development, innovation, collaboration, and continuous improvement within the Finance Division.
Serve as a strategic escalation point for complex financial, operational, compliance, and enterprise risk matters.
Lead the development and execution of innovative capital and debt strategies through compelling business cases, clear value articulation, and actionable roadmaps that secure senior leadership alignment and drive results.
Treasury and Financial Leadership
Oversee the university's corporate banking, credit, debt issuance, and investment functions.
Ensure sufficient liquidity to meet operational, capital investment, and debt service obligations.
Develop and maintain accurate cash flow forecasting models and advise leadership on liquidity planning and financial strategy.
Recommend and monitor investment strategies that support the university's long-term financial sustainability.
Support long-range financial planning, capital strategy development, and institutional sustainability initiatives.
Maintain policies, procedures, and internal controls governing treasury operations and investment management activities.
Lead financing activities related to debt issuance, refinancing, and capital market transactions.
Oversee accounting, compliance, and audit documentation related to the university's financial obligations.
Coordinate endowment investment activities and monitor outsourced treasury and investment management providers.
Maintain effective relationships with banking institutions, financial advisors, and bond rating agencies.
Deliver presentations and reporting to the Board of Trustees and university leadership on financial performance, debt strategy, investments, and institutional risk.
Risk Management and Compliance
Direct the university's enterprise risk management and commercial insurance programs.
Develop methodologies to identify, assess, and mitigate institutional financial and operational risks.
Oversee the university's Workers' Compensation program and risk financing strategies.
Ensure compliance with applicable federal, state, regulatory, and financial reporting requirements.
Partner with university leadership and legal counsel on risk mitigation, claims management, and business continuity planning.
Lead the future state of the insurance captive
Procurement and Operational Leadership
Oversee the university's Procure-to-Pay strategy, including procurement operations, sourcing, supplier management, travel services, and accounts payable functions.
Lead strategic sourcing initiatives, contract negotiations, and supplier partnerships to maximize operational value and cost effectiveness.
Ensure procurement practices support compliance, operational efficiency, and customer service excellence.
Collaborate with university stakeholders to improve procurement processes, systems, and operational workflows.
Strategic Collaboration and Institutional Partnership
Serve as a strategic advisor and partner to senior leadership on financial strategy, operational planning, institutional investments, and enterprise initiatives.
Participate in university-wide strategic planning, organizational transformation, and operational improvement initiatives.
Lead, mentor, and develop high-performing teams focused on collaboration, accountability, innovation, and customer service.
Foster a culture of transparency, partnership, continuous improvement, and operational excellence.
Utilize data analytics, benchmarking, and financial modeling to support strategic decision-making and institutional planning.
Support crisis response, financial contingency planning, and institutional resilience initiatives.
Engage in policy discussions, institutional development, and strategic planning efforts with the Board of Trustees and university leadership.
Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
Minimum Qualifications: Qualified candidates will hold a Bachelor's degree in an appropriate area of specialization plus 10 years of relevant professional experience, Master's degree, or higher, in a relevant area of study preferred. Relevant experience must include at least 6 years of senior leadership/executive level experience. Degree must be conferred by the start date of the position.
Additional Required Licenses/Certifications/Posting Specific Minimum Qualifications:
Preferred Qualifications: Master's degree in Finance, Accounting, Business Administration, or related field. Relevant advanced degree, CPA, or Certified Treasury Professional (CTP) designation preferred.
Senior Finance and Administrative Experience 10+ years of progressively responsible leadership experience in finance, treasury, business operations, or administration, including at least ten (10) years in a senior leadership role within a complex organization with multiple stakeholders.
Treasury and Banking Expertise Demonstrated expertise in treasury operations, debt financing, investment management, banking relationships, liquidity management, and financial risk mitigation strategies. Strong understanding of banking industry regulations and higher education financial operations preferred.
Executive Leadership This position operates in a professional office and university environment and requires a significant on-campus presence to support executive leadership engagement, operational oversight, and collaboration with senior finance and operational leaders. The role requires demonstrated success leading Assistant Vice Presidents, Associate Vice Presidents, and Directors within complex and decentralized organizations while creating alignment across multiple operational functions and driving accountability, service excellence, and institutional strategy. Occasional evening and weekend work may be required based on university business needs.
Leadership, Strategic and Technical Expertise Proven track record of leading, developing, and retaining high-performing teams characterized by collaboration, accountability, innovation, and service excellence. Demonstrated ability to influence executive leadership, manage institutional priorities, and lead organizational change and operational transformation initiatives. Strong analytical, operational, and financial management skills, including experience with financial systems, forecasting models, data analytics, and strategic financial planning.
