The Marin County Human Resources Department and the Marin County Department of Child Support Services (DCSS) are announcing a recruitment for the position of Legal Process Specialist. The Legal Process Specialist in the Department of Child Support Services provides complex legal support to the Department which includes legal research, processing and e‑filling legal documents, assisting our attorney with hearings, and reception coverage. This position works full‑time onsite at the Department of Child Support offices in Novato, CA. The general duties and minimum requirements of this position are described in the class specification. The Highly Qualified Candidate: The highly qualified candidate possesses experience reading and interpreting court documents and is familiar with the county's criminal justice system. The successful candidate is a self‑starter, is flexible in responding to changing priorities and assignments, and ensures that work meets deadlines set by the courts and within the office. They can exercise sound judgment in applying appropriate rules and regulations and possess excellent communication skills to deal tactfully with the public, occasionally where relations are tense. Experience using the Microsoft Office Suite at an intermediate level is highly desirable. Bilingual fluency in English and Spanish is also highly desirable. Bilingual Certification: Successful candidates must demonstrate proficiency in Spanish/ English to be eligible for bilingual pay. A bilingual proficiency exam will be administered to ensure the candidate possesses the appropriate skill level to meet the requirements of the position. QUALIFICATIONS: KNOWLEDGE OF Complex and technical legal office and criminal justice system terminology, forms, documents and procedures. Policies and procedures related to the department and specific function to which assigned. Specified computer applications involving word processing, data entry, database access and standard report generation. Business arithmetic. Standard office practices and procedures, including filing and the operation of standard office equipment. Business letter writing and the standard format for typed materials. Record keeping principles and practices. Correct business English, including spelling, grammar and punctuation. Techniques for dealing with the public, in person and over the telephone. ABILITY TO Interpret, apply and explain technical and complex laws, codes, rules, processes and procedures. Independently carry through complex legal support processes from beginning to end. Resolve varied problems within applicable codes and procedures. Read, understand and review for accuracy technical and complex legal and court documents and extract relevant information. Accept and account for money received and make accurate arithmetic calculations. Compose correspondence or documents independently or from brief instructions. Deal successfully with the public, in person and over the telephone, occasionally where relations may be confrontational or strained. Establish and maintain effective working relationships with those encountered during performance of duties. Minimum Qualifications: Any combination of education and experience that would provide the knowledge and skills listed in the class specification. Typically, equivalent to graduation from high school and two years of experience in providing office support in a court, criminal justice, investigative or legal office setting. Special Requirements: Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment. Testing and Eligible List: There is one (1) vacancy in DCSS. The eligible list established from this recruitment will be used to fill this vacancy and all future vacancies that may occur while the list remains active. Eligible lists remain active for a minimum of one year. Depending on the number of qualified applications received, the examination may consist of a highly qualified review, supplemental application screening, online assessment, written examination, practical performance, oral examination or any combination to determine which candidates’ names will be placed on the eligible list. Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect.
