SUPERVISOR, TPP VALUATIONS

SALARY: Starting at $60,770

SUMMARY: Supervise the activities of the tangible personal property account specialists and coordinator. Review their work to ensure it is completed in accordance with accepted appraisal practices, departmental procedures as required by Florida Statutes, and the rules of the Department of Revenue for the discovery and valuation of tangible personal property in Orange County, Florida, for ad valorem appraisal purposes.

DUTIES AND RESPONSIBILITIES: The essential duties of the Supervisor, TPP Valuations include, but are not limited to the following:

• Plan, schedule, and direct daily activities of the TPP office team [in the valuation of Tangible Personal Property within Orange County.
• Establish and clearly communicate priorities; evaluate workloads and assignments of personnel to ensure completion of required work in a timely and accurate manner.
• Assign specific work to the staff. Establish and clearly communicate priorities to ensure the required work is completed in a timely and accurate manner. Review the work of the account specialists and coordinator to ensure accuracy, completeness, and adherence to the current office manual.
• Develop and maintain account specialists and coordinator schedules for email (TPP info) and, for peak times, phone coverage with appraisers and auditors.
• Investigate complaints and confer with property owners or their representatives to explain methods, procedures, and policies with respect to the value placed on tangible personal property in Orange County.
• Plan, evaluate, and improve the efficiency of business processes and procedures to enhance speed, quality, efficiency, and output. Recommend new procedures to improve the service level available in carrying out staff functions; document and inform staff of any changes.
• Responsible for the proper training of office personnel on equipment and software, and familiarizing them with standard procedures.
• Supervise, coach, and evaluate subordinates relative to job performance. Conduct employee performance evaluations for staff.
• Coach, guide, and develop staff, including overseeing new employee onboarding and providing career development planning and opportunities.
• Provide a weekly production report documenting work accomplished by the account specialists and coordinator.
• Provide administrative support to the Tangible Personal Property Director.
• Organize various edit reports for the TPP division to assist in updating account information before tax roll deadlines.
• Handle incoming phone calls and outside emails from taxpayers; handle TPP office bookings and respond to public inquiries regarding tangible personal property.
• Coordinate the yearly process of organizing and transferring records to the warehouse and the destruction of expired records.
• Work closely with the Tax Roll department to coordinate all mass mail projects, including review and approval.
• Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with the organization's policy.
• Conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of declared disasters, such as hurricanes or tornadoes.
  • Will be required to become an Emergency Responder for emergency damage assessment purposes.
  • Will be called upon to assist the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergency situations. Contingencies such as these may require after-hours or weekend duties.

SUPERVISORY RESPONSIBILITIES: This position is responsible for one or more direct reports.

SKILLS AND QUALIFICATIONS:

• Years of experience: A minimum of five (5) years of responsible leadership experience in management or supervisory positions. Management experience in a team-oriented workplace is preferred.
• Education: Bachelor's degree from an accredited college or university with a major in business administration, finance, accounting, or related field preferred.
  • Substitution: Must have (6) six years of experience in a government assessment office or two years of office experience, or an equivalent combination of education, training, and experience that would reasonably be expected to provide the job-specific competencies.
• Certificates, licenses, and registrations : The professional designation of Certified Florida Evaluator (CFE) must be earned within three years of employment. The IAAO Personal Property Specialist (PPS) or other related Personal Property designation is recommended for this position.
• Computer skills required: Database Software (Access); Internet Software; Spreadsheet Software (Excel); Contract Management Systems; Project Management Software; Word Processing Software (Word); Electronic Mail Software (Outlook); Presentation software (PowerPoint).
• Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms.
• Additional Skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations; proven attention to detail, reliability, and outstanding organizational skills; and ability to prioritize multiple projects under minimal supervision.
• Geographical competency of the real estate market in the Orlando Metropolitan Statistical Area (MSA) is preferred.
• Must have excellent organizational management skills.
• Must be able to use the Computer Assisted Mass Appraisal System (CAMA) and other software to organize, plan, and prepare daily work activities.
• Must possess excellent written and verbal communication and interpersonal skills.
• Must be comfortable speaking in public.
• Must have the ability to implement new and innovative procedures.
• Responds to general assessment inquiries from the public tactfully and courteously. Must be able to work under stress when dealing with the public.
• Make presentations relating to TPP at conferences and seminars.
• Must establish and maintain effective working relationships with colleagues, outside agencies, and the general public. Ability to work within a team environment.
• Language Skills: Bilingual in English and Spanish preferred.
