Compensation: $27.94–$41.91 per hour (based on experience)

About the Opportunity

The Division of Medicaid & Medical Assistance (DMMA) is seeking a Marketing Specialist III to join the Policy and Planning Unit (PPU) . This position plays a key role in developing communications, supporting policy implementation, coordinating with healthcare and community partners, and creating outreach strategies that ensure stakeholders remain informed of Medicaid initiatives and program changes.

What You'll Do

As a Marketing Specialist III, you will:

• Develop, write, edit, and distribute communication materials including newsletters, brochures, publications, fact sheets, and other outreach resources.
• Develop and implement marketing and communication strategies that support Medicaid initiatives and stakeholder engagement.
• Identify effective communication, promotion, and outreach channels for healthcare providers, clients, community organizations, and internal staff.
• Conduct market research, surveys, and data analysis to evaluate communication effectiveness and recommend improvements.
• Coordinate with internal divisions, healthcare providers, community organizations, and other state agencies.
• Prepare reports and presentations to support leadership decision-making.
• Represent DHSS at meetings, outreach events, and stakeholder engagements.
• Assist with training initiatives and communication campaigns.
• Ensure communications comply with applicable federal and state policies and accessibility standards.
• Support ongoing policy implementation and strategic planning efforts within the Policy and Planning Unit.

Experience in healthcare communications, government, nonprofit organizations, Medicaid, or public sector outreach is a plus but not required.

Minimum Qualifications

Applicants must demonstrate competence in each of the following:

• Three years of experience creating and editing marketing or advertising materials such as publications, newsletters, brochures, or promotional content.
• Three years of experience marketing products, programs, or services through promotion, advertising, or outreach.
• Three years of experience developing and implementing marketing strategies.
• Six months of experience conducting market research or surveys and making recommendations based on findings.
• Six months of experience interpreting marketing laws, regulations, policies, or procedures.
• Six months of experience writing narrative reports.

Preferred Qualification

• Knowledge of accessibility standards for websites, digital communications, and electronic forms.

Additional Knowledge

• Developing short- and long-range marketing plans.
• Strategic communications and stakeholder engagement.
• Content creation and editing.
• Survey design and data analysis.
• Project coordination and collaboration across multidisciplinary teams.
• Strong written and verbal communication skills.
