Health, Safety and Fire Practitioner - HMP Exeter

Overview of the job This is a non-operational specialist role based within establishments and line managed via the Senior Health Safety and Fire HS&F Advisor within the National Service - Estates, Health, Safety, Litigation and Safety Group HSF&L Team. The role supports national plans and systems for the effective management of HSF and Litigation via the risk through the provision of first line advice and support for establishment(s) and by the co‑ordination and operation of relevant establishment(s) administration and management systems in line with national policy. Responsibilities, Activities and Duties Administer, manage and assure all accident, assault, near miss and fire incidents, investigating complex incidents and collating sensitive information, obtaining CCTV/BWVC evidence and recording evidence in the Sphera system. Administer and manage the DSE training and assessment software system; undertake individual DSE assessments for acute cases and advise managers on ergonomic assessments for complex cases. Conduct health, safety and fire safety critical training and assessment; provide advice to managers and open individual learning plans where necessary. Support the management, monitoring, review and delivery of the risk management model within the HSF&L Governance Strategy, advising senior management and governors on dangerous conditions. Produce, review and monitor establishment FRA’s, identify significant risks and actions, and report to mitigate or eliminate risk. Manage and coordinate fire safety arrangements, plan and execute fire safety drills, familiarisation tours and provide the point of contact during interruptions to key services, in line with contingency plans. Support local functions in health, safety and fire compliance, including monitoring immunisations, referring RIDDOR incidents, first aid assessment and RPE training. Review projects with senior stakeholders, provide technical health, safety and fire advice based on legal requirements and HMPPS policy. Collaborate with MoJ Estates colleagues on high‑risk audits, submit Planet FMs or New Work Requests and EIPs for unsafe conditions identified during tours. Monitor HSF&L contingency planning and assist development and testing of contingency plans through MOUs. Conduct frequent HSF tours using a triangulated approach, verify compliance, report concerns and work with managers to ensure staff understand risk assessment processes. Assist regional litigation teams with identification and collation of relevant information for legal defence, reducing litigation cost. Contribute to PHASE checklists, support SHSFA in the production of the HSF&L risk register and monitor actions and risk changes. Ensure all staff receive appropriate health, safety and fire induction and understand emergency actions. Assist in reporting via establishment morning meetings and support the production of data for HSF&L committee discussions. Essential Experience Good IT skills and accurate electronic system population. Proficiency in MS Word and MS Excel. Basic training and presentation skills. Information collation and analysis. Technical Requirements NEBOSH General Certificate or equivalent (or to be completed within 2 years of appointment). HMPPS Fire Risk Assessment qualification (to be completed within 2 years of appointment). RPE Training Qualification (to be attained immediately on appointment). Associate membership of IOSH within 2 years of appointment, followed by Technical Membership within 2‑5 years. Technician Grade of the Institute of Fire Engineers within 2 years of appointment, with 25 hours of CPD per year. Engineering Technician (EngTech) grade and inclusion on the Institution of Fire Engineers Fire Risk Assessors register.
