Job Summary Rate Analyst (Financial Analyst I‑II) in the Rate Regulation Division, Public Utility Commission of Texas. Division: Rate Regulation; Department: Tariff and Rate Analysis. Location Texas – Austin; office at 1701 N Congress Ave, Austin, TX 78701. Responsibilities Evaluate utility cost and rate proposals. Analyze economic and statistical data, including regression analyses, using common statistical software. Review filings from regulated electric, telecommunications, and water and sewer utilities. Develop written recommendations for Commission decision‑makers. Participate in rate‑setting proceedings and policy reviews. Support fair, reasonable, and compliant utility rates for Texans. Qualifications Bachelor’s degree in economics, business administration, or finance from an accredited college or university. Minimum 12 semester hours of coursework in microeconomics, macroeconomics, or statistics/econometrics/calculus. At least 1 year of full‑time work experience involving utilities, economic, statistical, or regulatory analysis. Experience as an expert witness in major regulatory proceedings. Experience performing regression analyses using common statistical software packages. Licensing and Additional Requirements New hires must complete a waiting period before becoming eligible to telecommute: 30 days for up to one day per week, 90 days for up to two days per week; supervisor approval required. If required, licensure as a Professional Engineer or to practice law in Texas will be verified. A satisfactory driving record is necessary for agency business travel. For males born on or after January 1, 1960, Selective Service registration will be verified; proof of exemption required if not registered.
