Position Overview

This position is responsible for successfully managing assigned Capital Development Board (CDB) projects from conception to close-out, within scope, budget and schedule, and with minimal supervision. Discharges duties in accordance with the CDB Act (20 ILCS 3105), Illinois Procurement Code (30 ILCS 500), and all other pertinent statues, rules, policies, guidelines, and procedures. 
Under general direction, the incumbent is responsible for assisting in the development, analysis, and coordination of capital program activities to include: coordinating the preparation of project contract documents by consultants, coordinating document evaluation and review, managing design and construction by consultants and contractors, and reviewing cost estimates and other relevant documents. Serves on the training team for junior personnel. 

Essential Functions

• Serves as primary state project manager for assigned capital construction projects across state facilities, higher education institutions, and code agencies. 
• Chairs orientation meetings with Architects/Engineers (A/Es) and Using Agencies.
• Evaluates, negotiates, and executes Requests for Proposal/Change Order (RFP/CO), Proceed Orders (PO), and A/E Modifications using CDB's Automated AE Mod system and digital approval workflows. 
• Oversees the development of project budgets to ensure that program requirements are met and resources are utilized cost-effectively. 
• Maintains real-time project status in relevant CDB database systems. 
• Assists with training.
• Performs other duties as required or assigned which are reasonably with the scope of the duties cited above.

Minimum Qualifications

• Requires a Bachelor’s degree from an accredited college or university in architecture, engineering, construction management, or a closely related field, AND three (3) years of professional construction project management experience OR an Associate’s degree or completed technical trade school certificate in construction technology or drafting, AND five (5) years of progressive construction project management or field supervisory experience.
• Requires four (4) years of advanced hands-on experience with enterprise project tracking databases, automated change management portals, digital document repositories, MS Office 365, and electronic PDF markup tools.

Preferred Qualifications

• Prefers four (4) years of experience managing multi-trade capital projects ($1M - $10M+) and analyzing complex CPM schedules.
• Prefers four (4) years of experience demonstrating strong negotiation, conflict resolution, and digital communication skills.
• Prefers four (4) years of experience working with/in public construction administration, the Illinois Procurement Code or comparable private sector procurement, design drawings and project-related documents, and project labor agreements.
• Prefers Construction Manager (CCM), PMP, or LEED AP certification.

3. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
4. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
5. Ability to stand, walk, walk on uneven surfaces, balance, stoop, kneel, climb stairs and ladders, and maneuver in tight spaces in all varying weather conditions. 
6. Correctable vision for close work on design drawings, project-related documents, and onsite construction project observation.

About the Agency
The Capital Development Board (CDB) oversees the construction of new state facilities, such as correctional centers, state parks, mental health facilities and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.
