U.S. Project Licensing Manager

Role Description

The U.S. Licensing Manager, Regulatory Affairs, will lead a licensing team and manage the completion of various regulatory work scopes, including new Gen III+ and Gen IV advanced nuclear power plant licensing, operating plant reload licensing, customer plant support on GE Hitachi (GEH) / Global Nuclear Fuels (GNF) nuclear methods, and working with GEH / GNF Engineering and Regulatory Affairs teams on major projects.

• Manage the licensing of new Gen III+ and Gen IV nuclear power plant licensing projects in the U.S.
• Technical knowledge in new nuclear plant design and/or licensing including knowledge of requirements under 10 CFR Part 50 and 10 CFR Part 52.
• Manage a team of 10+ licensing engineers and contractors direct reports to support project delivery on time with quality.
• Manage U.S. Licensing Technical Leaders assigned to manage and drive the work assigned to multiple teams of licensing engineers and contractors within each project.
• Develop licensing strategies to navigate through complex technical issues and mitigate licensing risks.
• Coordinate and prepare Licensing Topical Reports (LTRs), including preparation of responses to customer and Nuclear Regulatory Commission (NRC) questions.
• Assist in the preparation of licensing applications for new Gen III+ and Gen IV nuclear power plants, including 10 CFR 50 Construction Permit and Operating License Applications and 10 CFR 52 Combined Operating License Applications.
• Prepare licensing documentation and reports supporting customer License Amendment Request (LAR) applications.
• Perform Technical Specification reviews and updates.
• Review and prepare Updated Final Safety Analysis Report (UFSAR) markups and revisions supporting various plant and fuel changes.
• Prepare and perform verification tasks for safety evaluations.
• Support customer 10 CFR 50.59 reviews, including preparation of Technical Safety Evaluation Reports and work with internal teams evaluating licensing status of various fuel, methods, and methodology changes.
• Interface with customers, internal stakeholders, and regulatory personnel on regulatory issues, and to secure applicable permissions and approvals related to work scopes.
• Uphold compliance with business processes and procedures and support business needs including in finance, commercial, project, product and human resources.
• Support the development of Licensing Proposals and responses to Requests for Information from prospective new U.S. Customers.

Qualifications

• Bachelor's Degree in a science or engineering discipline from an accredited university or college, with a minimum of 9 years of related professional work experience including:
• 2-5 years of people management experience.
• 5 years of commercial operating or new Gen III+ or Gen IV nuclear power plant licensing experience.
• 3 years of experience leading or independently completing complex projects and providing regulatory guidance/direction to contributing functions (i.e., Operations, Maintenance, Engineering, Analysis).
• OR Master's Degree in a science or engineering discipline from an accredited university or college, with a minimum of 7 years of related professional work experience including:
• 4 years of commercial operating or new Gen III+ or Gen IV nuclear power plant licensing experience.
• 2 years of experience leading or independently completing complex projects and providing regulatory guidance/direction to contributing functions (i.e., Operations, Maintenance, Engineering, Analysis).
• Extensive knowledge in NRC Licensing process and regulatory knowledge/technical knowledge in new nuclear plant licensing including licensing application requirements under 10CFR50 and 10CFR52.
• This position has strong preference for relocation to Wilmington, NC and working in the GEH office full time with remote work requiring approval, with the willingness and ability to travel up to 25% to customer and regulators sites.

Desired Characteristics

• People management experience in Regulatory Affairs or large engineering projects.
• NRC licensing process and regulatory knowledge/technical knowledge of one or more areas, such as nuclear fuel, operating plants, etc.
• Working knowledge of Boiling Water Reactor (BWR)/Pressurized Water Reactor (PWR)/Gen III+ Advance Reactor systems, fuel, or operations.
• Working knowledge of Gen IV Advance Reactor systems, fuel, or operations, including Sodium Fast Reactor (SFR) technology.
• Experience and demonstrated effectiveness in working/communicating with NRC personnel.
• Experience working with industry groups (i.e., NEI and Owners Groups) on nuclear licensing matters.
• International licensing experience.
• Excellent technical writing skills with the ability to create technical reports suitable for a wide range of audiences.
• Effective interpersonal and facilitation skills.
• Ability to manage and deliver on multiple competing priorities.
• Process skills related to coordinating and documenting complex technical documents.
• Externally focused: takes action to enhance the reputation of the company/represents the company well at all opportunities.
• Clear thinker: communicates messages clearly and concisely with the ability to make decisions with speed and accuracy based on the best available information/ability to sift through complex information and focus on critical few priorities.
