COMMUNITY SERVICES DIVISION

The Health and Human Services Agency’s Community Services Division is the primary provider for community programs and assistance through the El Dorado County Health and Human Services Agency (HHSA). This division is responsible for offering a wide range of services including Veterans Affairs, Animal Services, Public Housing Authority, Home Energy Assistance Program (HEAP), Weatherization, and Older Adult Programs. Older Adult programs includes both The Club Older Adult Day Services Program facility and the Area Agency on Aging (AAA), providing services to El Dorado County residents 60 years of age and older through programs that include: Senior Nutrition, Senior Shuttle, Long-Term Care Ombudsman, Senior Legal, Family Caregiver Support Program (FCSP), Health Insurance Counseling & Advocacy (HICAP), and more!

THE OPPORTUNITY

The Program Coordinator oversees, coordinates and personally performs work in the provision of programs offering direct services and support to seniors and families with special needs and also provides direction to program service delivery and evaluating program status and effectiveness. This class is distinguished from the Manager and Director levels in that classes with those titles have division or department management level responsibility in their area of family and/or senior support. The selected candidate will have the opportunity to: Develop program goals and ensure implementation and compliance with contractual or funding agency requirements; participate in the development of the program budget. Supervise and coordinate day to day operation of varied senior and family services programs such as rental assistance, food distribution, emergency shelter, information and referral, emergency crisis intervention and senior activities and transportation. Provide day-to-day direction, work review and evaluation to assigned staff and volunteers; train staff in work procedure. Maintain fiscal records and prepare reports and documentation to ensure that spending is within contractual limitations. Direct the receipt and review of program applications and the determinations. Design and implement outreach activities and referral systems to ensure that target populations are reached. Evaluate program effectiveness; recommend and implement policy and procedural changes to enhance program effectiveness. Writer and edit written educational or information materials, such as fliers, brochures, and a newsletter. Counsel and advise applicants based on their needs and makes appropriate referrals to other community services as applicable. Correspond and confer with local community agencies involved in seniors and low income family services to maximize program usefulness; make presentations to various groups to promote departmental services. IDEAL CANDIDATE

The County of El Dorado Health and Human Services Agency (HHSA) is seeking an experienced and compassionate Program Coordinator to supervise a small team of dedicated staff and volunteers. This leadership role oversees several Community Services programs, including the Low-Income Home Energy Assistance Program, Community Services Block Grant, Senior Activities, and the You Are Not Alone (YANA) telephone reassurance program. These programs are designed to assist low-income families and adults aged 60 years and older in living independently and remaining engaged in active aging opportunities. This rewarding position involves a wide range of responsibilities, including supervising and training team members, conducting community outreach and marketing, engaging directly with clients and senior center patrons, and serving as a liaison to the Agency's Community Action Council. The Program Coordinator also ensures regulatory compliance, coordinates program activities, counsels and advises applicants based on their needs and makes appropriate referrals to community resources and carefully monitors budgets and contract expenditures to maximize available funding. The ideal candidate is a confident and compassionate leader who thrives in a public service environment. They are skilled at coordinating multiple programs, fostering collaboration, and are deeply committed to supporting the dignity and well‑being of members of the low‑income and aging communities. Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement. Education & Experience Requirements Equivalent to possession of an Associate of Arts degree with major coursework in social services, psychology or a related field AND Two years of experience in performing social service program eligibility determinations or program support work at a level equivalent to the County's class of Program Assistant.
